Focus on improving the leadership quality of party cells in villages and hamlets

Nghia Dan District Party Committee has 47 grassroots Party organizations, including 31 grassroots Party Committees and 16 grassroots Party cells; there are 355 Party cells directly under the grassroots Party Committee and 6,839 Party members, of which ethnic minority Party members account for 19.5%, and religious Party members account for 0.4%. 142/189 hamlet chiefs are Party members, 33 of whom are Party cell secretaries and hamlet chiefs.

In the period of 2020 - 2022, the whole district established 28 new Party cells, including 23 police Party cells, 3 enterprise Party cells and 3 public service unit Party cells. In recent times, the team of Party cell secretaries of blocks and hamlets has had many innovations; the quality of Party cell and Party cell activities has been increasingly improved, contributing to improving leadership capacity and fighting strength at the grassroots level.

The assessment shows that the team of Party cell secretaries is exemplary, has many creative ways of doing things in Party cell activities, promotes democracy, and builds solidarity among Party members and the people. In the 2020-2022 period, the whole district admitted 281 new Party members and officially transferred 350 to probationary Party members. In the 2022-2025 term, localities basically completed the election of hamlet chiefs and prepared to hold Party cell congresses in June - July 2022.

Discussing at the conference, in an open, frank, democratic atmosphere, many secretaries of the Party cells of the blocks and hamlets raised difficulties and problems, such as: Difficulties for those who work as secretaries and hamlet chiefs; those who work as cadres in difficult areas; lack of facilities and policies for hamlet cadres after the merger; difficulties in developing Party members in religious and rural areas; lack of enthusiastic successors...

The leaders of Nghia Dan district suggested that in the coming time, Party committees at all levels continue to propagate and raise awareness for cadres and Party members about developing strong Party cells, continue to effectively implement Resolution 5 of the Central Committee, Project 01, directives, guiding documents, decisions of the District Party Committee, Party Committees of communes and towns on "Improving leadership capacity and fighting strength of grassroots Party organizations and Party members" and successfully organize the Party Cell Congresses under the grassroots Party Committees, term 2022-2025. After the Party Cell Congress, continue to pay attention to training for Party Cell Secretaries, Deputy Secretaries and comrades in the Party Committees; at the same time, survey the material facilities of hamlets to support and meet the material facilities in Party Cell activities...

In the coming time, Party cells, especially the Party cell secretaries, need to further improve their awareness of the position, role and importance of Party cell building work; strengthen Party cell activities to ensure compliance with regulations and substance; pay attention to Party development, although difficult, but determined to do so. Focus on the election of hamlet chiefs towards Party cell congresses, select worthy, enthusiastic and responsible people to participate in the Party Committee, contributing to promoting emulation movements to develop the economy and society at the grassroots level.
