Creating a political basis for institutionalization into law

The success of the 5th Central Conference will create a political basis for institutionalizing it into law, creating trust for all classes of people and assigning specific tasks to more than 5,000,000 party members, especially in the work of building grassroots party organizations and developing party members.

The 5th Central Conference discussed enthusiastically, enthusiastically and reached a high consensus on the need to create a stronger and more substantial change in improving the leadership capacity and fighting strength of the Party's grassroots organizations and the quality of the contingent of cadres and Party members, contributing to building our Party and the political system in our country to be truly clean, strong and comprehensive. In particular, comrades in charge of Party committees must be exemplary, following the motto: The higher the position, the more exemplary they must be, "the Party member goes first, the country follows". Each cadre and Party member must be determined to practice "diligence, thrift, integrity, uprightness, impartiality" as Uncle Ho taught. The work of building clean and strong grassroots Party organizations and improving the quality of Party members is an important, regular and continuous task, the responsibility of Party committees and Party members at all levels, contributing to strengthening the people's trust in the Party and successfully carrying out the cause of building and defending the socialist Vietnamese Fatherland. Improving the leadership capacity and fighting strength of grassroots Party organizations must be closely linked with building a streamlined political system apparatus that operates effectively and efficiently; the results of implementing political tasks of each organization and the satisfaction of the people must be taken as a measure of the leadership capacity and fighting strength of grassroots Party organizations.

Each party member must clearly define his or her noble duties and responsibilities.

In particular, in his closing speech at the conference, General Secretary Nguyen Phu Trong affirmed that the viewpoint of developing Party members must attach importance to quality, especially the training and nurturing of the masses, the objects of sympathy for the Party. Before joining the Party, they must truly be elite masses not only in terms of working capacity but also in terms of qualities, ethics, lifestyle, and pure motives with the motto "quality is more important than quantity". This means that our Party focuses on quality in developing the Party. This is also the inheritance of Lenin's thought on cadre work and Ho Chi Minh's thought on Party building and rectification.

In order to effectively implement the work of building grassroots party organizations and party members, General Secretary Nguyen Phu Trong emphasized:“Each party member must also clearly identify his or her sacred and noble duty and responsibility when standing in the Party's ranks, constantly striving and training his or her political mettle, cultivating moral qualities and lifestyle; regularly self-criticizing and criticizing, exemplary in studying and following Ho Chi Minh's ideology, morality and style. Only then can the party organization and party members truly be clean, strong, and have prestige with the masses.

It can be said that the conclusions of the 5th Central Conference have "energized" the Party building work to go deeper and more substantive, "words go hand in hand with actions". From there, the Party will continue to firmly lead the cause of building and defending the Fatherland and will reap many successes in the new context.
