(Baonghean.vn) - The Nghe An Provincial Party Committee's Mass Mobilization Committee issued guidelines on criteria for building bright spots in implementing grassroots democracy regulations and bright spots in government mass mobilization.

Implementing Project No. 04-DA/TU dated October 1, 2021 on "Some innovative solutions to improve the effectiveness of mass mobilization work of state agencies and authorities at all levels in Nghe An province in the period of 2021 - 2025 and the following years". The Nghe An Provincial Party Committee's Mass Mobilization Committee issued guidelines on criteria for building bright spots for implementing grassroots democracy regulations and bright spots for government mass mobilization, specifically as follows:

I. CONSTRUCTION AND EVALUATION CRITERIA

1. General criteria:

- The highlight must have a specific name and address.

- Highlights in the field of implementing grassroots democracy regulations and government mass mobilization work.

- Highlights must be registered at the beginning of the year, with a specific implementation plan.

- The highlight must be consistent with the Party's guidelines and policies, the State's policies and laws on grassroots democracy and government mobilization, while truly expanding and promoting democracy in all areas of activity; Creating consensus among the people and mobilizing the people, cadres, civil servants, public employees and workers to successfully implement the political goals and tasks of their localities and units.

- The bright spot must be recognized by local leaders, agencies, units or the Steering Committee for implementing grassroots democracy regulations, the Steering Committee for mass mobilization work of local authorities and units, have widespread influence and bring practical results.

- Bright spots resolve difficulties, obstacles, and political tasks that the Party Committee and government have had policies for and are focusing on organizing and implementing.

2. Specific criteria:

2.1. Criteria for building bright spots to implement grassroots democracy regulations

- Well implement the Party's guidelines and policies, the State's policies and laws on grassroots democracy.

- Fully and promptly disseminate the Party's policies and the State's laws to beneficiaries and people within the scope of those policies.

- Publicize and make transparent the policies and benefits that people, civil servants, public employees and workers enjoy.

- Promote democracy, mobilize resources among the people, civil servants, and workers to serve the political tasks of the locality, agency, and unit.

- Have a complete system of rules, regulations and documents on implementing democratic regulations and strictly implement the established rules and regulations.

- Internal solidarity, fulfilling tax obligations and obligations to the state budget (if any), and completing assigned political tasks well.

- Organize conferences according to regulations to ensure time and quality (Conference of civil servants and public employees at the beginning of the year; conference of workers; conference of dialogue with people and workers...).

2.2. Criteria for building bright spots in government civil service

- Carry out propaganda and mobilization work well for people, civil servants, public employees, and workers to participate in implementing the Party's guidelines and policies, the State's policies and laws, and Uncle Ho's article "Mass Mobilization" at localities, agencies, and units.

- Mobilize people, civil servants, public employees, and workers to participate in successfully completing economic, social, defense, security development targets and political tasks of localities, agencies, and units.

- Carry out administrative reform well, quickly, correctly and effectively resolve the work of people, organizations and businesses; do not cause trouble or harassment to people in the process of performing public duties; apply information technology in management and operation.

- Internal solidarity, effective implementation of public reception work, dialogue with people, handling petitions, complaints and denunciations of citizens.

- The government and state agencies must be friendly to the people, respect the people, be close to the people, understand the people, learn from the people and be responsible to the people; "listen to the people, speak so that the people understand, and do so that the people trust".

- Be creative and innovative in leadership, direction, and implementation of political tasks of the locality, agency, and unit.

II. CONSTRUCTION STEPS

1.Based on the political situation and tasks of each locality, agencies and units organize reviews and select bright spots to contribute to the successful completion of the tasks set forth by the locality, agency or unit.

2.Assign staff in charge of monitoring and directing the construction of highlights.

3.The list of registrations for bright spots of government mass mobilization is sent to the Steering Committee for government mass mobilization (through the Department of Home Affairs, and at the same time, 1 copy is sent to the Provincial Party Committee's Mass Mobilization Committee) and the bright spots of democracy regulations are sent to the Steering Committee for implementing the Provincial Grassroots Democracy Regulations (through the Provincial Party Committee's Mass Mobilization Committee) before March 30 every year (in 2022, it is sent before June 15, 2022).

III. SUMMARY, CONCLUSION, COMMENDATION AND REWARDS

1. On the preliminary and final summary of building bright spots

- Every year, agencies and units organize a preliminary review and evaluation of the results of building highlights in the year and set out plans for the coming year.

- Report on the summary of the year's highlights to the Provincial Party Committee's Mass Mobilization Committee and the Department of Home Affairs before November 30 every year.

2. On praising bright spots at all levels

- Every year, local communes, agencies and units proactively commend and reward bright spots with high efficiency and good influence.

- Every 5 years, organize a conference to commend bright spots in democratic regulations and mass mobilization of district and provincial governments (the first conference to commend will be held in 2025).

- Rewarding bright spots: Every 5 years, the Steering Committee for implementing grassroots democracy regulations and the Steering Committee for mass mobilization work of authorities at all levels select bright spots and propose the Emulation and Reward Council at the same level to submit to the People's Committees of localities and heads of agencies and units for rewards according to regulations.

IV. DOCUMENTS AND PROCEDURES FOR RECOGNIZING HIGHLIGHTS

- The recognition of bright spots in the democratic regulations and mass mobilization of governments at all levels is carried out from October 15 (the traditional day of the Party's mass mobilization work) to November 30 every year.

- The dossier recognizing the bright spots of the democratic and civil service regulations includes:

+ Summary report of achievements (The report needs to be based on basic criteria to evaluate the level of achievement of the highlight; clearly state the method, experience, effectiveness of the highlight, and the spread of the highlight).

+ Evaluation and assessment by the People's Mobilization Committee or officers in charge of democratic regulations and grassroots democratic regulations of agencies and units at the same level.

+ Official dispatch requesting recognition from the steering committee for government mass mobilization work, the steering committee for implementing grassroots democracy regulations, or local leaders or units at the same level.

- Highlights at any level are recognized by the People's Committee, head of the agency or unit at that level (Decision and certificate of recognition).

V. IMPLEMENTATION ORGANIZATION

- Every year, the People's Committees of districts, cities, towns; provincial departments, branches and sectors (or the Steering Committee for implementing grassroots democracy regulations, the Steering Committee for mass mobilization work of local authorities, agencies and units) issue plans to build bright spots in mass mobilization of authorities and grassroots democracy regulations of their localities and units.

- Each agency and unit annually selects to build at least 01 bright spot on the Government's Mass Mobilization and 01 bright spot on implementing the Grassroots Democracy Charter, and at the same time has a document directing subordinates (affiliated units) to build bright spots in their locality and unit.

- The District People's Committee presides over and coordinates with the Department of Home Affairs to advise the Party Committee and government on directing the development of bright spots in democratic regulations and government people's mobilization at the local level.

- Officials in charge of grassroots democracy regulations, government mass mobilization of departments, branches, and provincial agencies advise leaders of agencies and units to select and build bright spots in agencies and units.

- Annually, localities, agencies and units report the results of building bright spots to the Provincial Party Committee's Mass Mobilization Commission and the Department of Home Affairs to synthesize and report to the Provincial Party Committee's Standing Committee; the Steering Committee for implementing grassroots democracy regulations in the province and the Steering Committee for mass mobilization work of the provincial government.

- The Provincial Party Committee's Mass Mobilization Committee (the Department of Mass Mobilization of State Agencies) regularly urges, supervises, and inspects the implementation of building bright spots at the grassroots level. Annually, synthesizes a report on the results of building bright spots throughout the province to report to the Provincial Party Committee Standing Committee.
