The National Assembly conducted a questioning session for 2.5 days.

According to the program of the 3rd Session of the 15th National Assembly, on the afternoon of June 7, National Assembly Chairman Vuong Dinh Hue chaired and delivered the opening speech of the Session. The National Assembly conducted a Question and Answer Session at Dien Hong Hall, National Assembly House, Hanoi.

Speaking at the opening of the question-and-answer session, National Assembly Chairman Vuong Dinh Hue stated that according to the meeting agenda, the question-and-answer session of the 3rd session of the 15th National Assembly will be held for 2.5 days from the afternoon of June 7 to the end of June 9, 2022. The National Assembly Standing Committee voted to select 5 issues to submit to the National Assembly for consideration, and voted to select 4 groups of questions in the fields of state management of the Ministries: Finance, Agriculture and Rural Development, Transport, and the State Bank of Vietnam.

The National Assembly Chairman said that at the end of the question-and-answer session, Deputy Prime Minister Pham Binh Minh will, on behalf of the Government, report and clarify issues of concern to National Assembly deputies and directly answer questions from National Assembly deputies. At the closing session, the National Assembly will consider and vote to pass the Resolution on questions and answers to questions to improve the effectiveness of implementation and serve as a basis for the National Assembly to supervise implementation.

The National Assembly Chairman stated that in order to continue to innovate and improve the quality of the National Assembly's activities, the National Assembly's supervision activities in general and the question-and-answer activities in particular to better meet the requirements of the people and voters, he requested that National Assembly deputies, Ministers and heads of sectors uphold their sense of responsibility, closely follow objective phenomena, listen to the breath of life to have a lively, substantive, constructive and most effective question-and-answer session; save and make maximum use of the session's time for question-and-answer activities. The people and voters nationwide are waiting for the frank and responsible answers of the Ministers.

The opening session of question and answer was a group of issues under the State management of the Ministry of Agriculture and Rural Development. Minister of Agriculture and Rural Development Le Minh Hoan answered questions on: Production organization associated with agricultural product consumption market; coordination in building mechanisms and policies to promote trade, negotiating to open and develop agricultural product markets.

Solutions to stabilize the market, control price fluctuations of some agricultural products, aquatic products, animal feed, and agricultural materials. Cutting and simplifying administrative procedures, attracting investment and business in the agricultural sector, promoting the application of high technology in agricultural production, increasing product value, adapting to climate change, ensuring sustainable development. Some members of the Government also participated in answering questions and explaining related issues.

Earlier, on the same morning, the National Assembly held a separate meeting to vote on the adjustment of the Program of the 3rd Session of the 15th National Assembly, supplementing the content of personnel work on the consideration and dismissal of deputies of the 15th National Assembly and approving the proposal to remove Mr. Nguyen Thanh Long from the position of Minister of Health for the 2021-2026 term.

The dismissal of Mr. Nguyen Thanh Long as a deputy of the 15th National Assembly and the removal of the Minister of Health for the 2021-2026 term is based on Article 7 of the Constitution of the Socialist Republic of Vietnam; Articles 22 and 40 of the 2014 Law on Organization of the National Assembly; Resolution No. 17-NQ/TW dated June 6, 2022 of the 13th Party Central Committee and the proposal of the Presidium of the Central Committee of the Vietnam Fatherland Front on the dismissal of Mr. Nguyen Thanh Long as a deputy of the National Assembly.

The National Assembly established a Vote Counting Committee and conducted the procedure to remove Mr. Nguyen Thanh Long from the position of National Assembly deputy of the 15th tenure and approved the proposal to remove Mr. Nguyen Thanh Long from the position of Minister of Health for the 2021-2026 term by secret ballot.

Results: Regarding the dismissal of Mr. Nguyen Thanh Long, a member of the National Assembly of the XV term, from the National Assembly Delegation of Vinh Long province, 473 delegates agreed (equal to 94.79% of the total number of National Assembly Deputies); 6 delegates disagreed (equal to 1.2% of the total number of National Assembly Deputies). Regarding the dismissal of Mr. Nguyen Thanh Long, the Minister of Health for the 2021-2026 term, 471 delegates agreed (equal to 94.39% of the total number of National Assembly Deputies); 8 delegates disagreed (equal to 1.6% of the total number of National Assembly Deputies).

After listening to the draft Resolution of the National Assembly on the dismissal of Mr. Nguyen Thanh Long, a member of the National Assembly Delegation of Vinh Long province, from the XV National Assembly; and the draft Resolution of the National Assembly approving the Prime Minister's proposal on the dismissal of Mr. Nguyen Thanh Long from the position of Minister of Health for the 2021-2026 term, the National Assembly voted to pass these Resolutions electronically.

Also in the working program on the morning of June 7, the National Assembly listened to Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, present the Proposal; Chairman of the National Assembly's Finance and Budget Committee Nguyen Phu Cuong presented the Verification Report on the transfer of loan capital for re-lending, Government guarantee into State budget allocation. Next, the National Assembly discussed in the hall and the Minister of Planning and Investment spoke to explain and clarify a number of issues raised by National Assembly deputies on this content.
