The National Assembly discussed investment policies for regional transport projects.

(Baonghean.vn) - On June 10, the National Assembly continued its 15th working day at the National Assembly House under the chairmanship of Comrade Vuong Dinh Hue - Politburo member and Chairman of the National Assembly.

In the morning, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the investment policy for the Hanoi Capital Region Ring Road 4 Project and the Ho Chi Minh City Ring Road 3 Project.

At the discussion session, 17 delegates spoke and 3 delegates debated; in which, the majority of opinions agreed with the necessity of investing in the above projects to concretize the Party Congress Resolution and the Politburo's conclusions; strengthen linkages, spillover effects, meet the requirements of localities through which the project passes in exploiting and promoting potentials; support and create convenient traffic connections with provinces in the region.

In addition, National Assembly delegates focused on discussing contents such as: scope and scale of the Ring Road 4 project in the Hanoi Capital Region; site clearance work; investment forms for parallel roads on both sides of the belt and the level of influence of parallel roads; effectiveness of forms of resource exploitation, land funds of areas related to increased land rent value...

In addition, delegates suggested that the Government consider the project's capital absorption level, carefully assess the ability to balance capital and allocate resources; consider the feasibility of the project's implementation progress; meet the demand for raw materials and other conditions; clarify the investment capital recovery plan, compensation, support and resettlement for people whose land is recovered; specific mechanisms and policies applied to the two projects, the impact of the project on existing roads; capacity and number of project construction units; authorization and decentralization mechanisms of the Government and the Prime Minister; inspection and supervision of the resolution's implementation time and specific mechanisms.

At the end of the discussion session, Minister of Planning and Investment Nguyen Chi Dung spoke to explain and clarify a number of issues of concern to National Assembly deputies.

Next, the National Assembly discussed in the hall the investment policy for the construction projects of the Chau Doc - Can Tho - Soc Trang expressway (phase 1); Khanh Hoa - Buon Ma Thuot (phase 1); Bien Hoa - Vung Tau (phase 1).

At the discussion session, the majority of delegates agreed with the need to invest in highway construction projects to meet the increasing transportation demand, solve traffic infrastructure bottlenecks in key economic regions in the South, promote the potential and exploit the advantages of the Central Highlands and the Mekong Delta.

In addition, delegates focused on discussing: the project's suitability with planning and plans; scope, scale, form of investment, land use needs and site clearance plan, total investment capital and capital balancing ability; project implementation progress divergence; fee collection plan to recover capital and repay the central budget; special mechanisms and policies of the Government proposed to apply to the project.

In addition, there were opinions from delegates suggesting reviewing the three expressways to ensure compliance with the national road network planning, local planning, and land use on both sides of the expressway... The National Assembly also discussed in the Hall the draft Resolution on piloting a number of specific mechanisms and policies for the development of Khanh Hoa province.

At the discussion session, 15 delegates expressed their opinions, in which the majority of opinions agreed to issue a Resolution to pilot a number of specific mechanisms and policies for the development of Khanh Hoa province to institutionalize the Party's Resolution, create more resources and conditions to develop Khanh Hoa province into a central growth pole of the South Central Coast, Central Highlands and the whole country in terms of high-tech industrial marine economy, science and technology innovation, which is of important significance for national defense and security.

In addition, delegates focused on discussing contents such as: proposing to summarize and evaluate pilot policies before issuing the Resolution and focusing on 3 contents of finance, investment budget and promoting decentralization and delegation of power; expanding support content for Khanh Son and Khanh Vinh districts; strictly controlling the decentralization of planning adjustment...

Delegates also discussed the conversion of rice-growing land; the time for separating compensation, support, resettlement, and site clearance from public investment projects; areas where foreign investors are allowed to invest; principles and criteria for capital industries to enjoy incentives; sanctions when strategic investors fail to fulfill their commitments; investment attraction mechanisms, responsibilities for environmental protection, ensuring national defense and security in aquaculture development; scope and subjects of the establishment of the Khanh Hoa Fisheries Support Fund.
