Urging the drastic implementation of national target programs

Deputy Prime Minister Pham Binh Minh has just signed Official Dispatch No. 501/CD-TTg dated June 10, 2022 of the Prime Minister to Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally run cities to urge the drastic and effective implementation of national target programs.

On May 28, 2022, the Prime Minister issued Decision No. 652/QD-TTg assigning the central budget development investment capital plan for the 2021-2025 period to localities and Decision No. 653/QD-TTg assigning the central budget estimate for 2022 to implement 03 national target programs. In order to promptly and effectively implement the national target programs, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to focus on performing the following tasks:

1- The agencies in charge of national target programs urgently:

a) Prepare, approve, and assign plans to implement national target programs for the 2021-2025 period in accordance with the provisions of the Law on Public Investment, the Law on State Budget, and Decree No. 27/2022/ND-CP dated April 19, 2022 of the Government.

b) Issue guidance documents within authority to ensure adequate basis for implementation and disbursement of program capital immediately after capital allocation.

c) Synchronously implement management measures and strengthen the integration of capital sources to implement national target programs, ensuring concentrated, economical and effective use of capital; overcome the situation of scattered, duplicated and wasteful investment; and prevent the occurrence of outstanding debts in basic construction.

d) In the implementation process, ensure the principle of promoting decentralization and empowering localities, especially at the grassroots level, to enhance the initiative and flexibility of local authorities in managing and organizing the implementation of national target programs; promote the role of the community as the subject in participating in the planning, implementation and monitoring of national target programs. Ensure publicity, transparency, fairness and compliance with legal regulations in managing and organizing the implementation of national target programs, absolutely not allowing loss, waste, corruption and negativity to occur.

2- Program owners, component project owners and relevant agencies according to assigned functions and tasks:

a) Urgently develop and submit to the Prime Minister specialized projects and programs to implement the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction.

b) Complete the issuance of circulars and documents guiding the organization and implementation of each program and component project under the national target program before July 1, 2022.

c) Complete the legal basis, develop a plan to allocate the remaining 7,942,139 billion VND of central budget development investment capital for the 2021-2025 period that has not been allocated, and send it to the Ministry of Planning and Investment before July 15, 2022.

3- The Ministry of Finance shall complete the issuance of Circulars guiding the management and use of public funding sources to implement national target programs on new rural construction and sustainable poverty reduction for the 2021-2025 period before July 1, 2022.

4- The Ministry of Planning and Investment shall preside over and coordinate with the Ministry of Finance and relevant agencies to:

a) Synthesize the projected capital plan for the 2021-2025 period so that competent agencies can develop plans to implement national target programs according to regulations; report and propose to the Prime Minister before June 25, 2022.

b) Synthesize and propose a plan to allocate the remaining VND 7,942,139 billion of central budget development investment capital for the 2021-2025 period of the 03 programs, and report to the Government before August 1, 2022./.
