Many problems arise "after" the merger
Opening the meeting with voters, on behalf of the Provincial People's Council delegates, Ms. Tran Thi Thanh Huyen - Standing Deputy Secretary of the Dai Dong Commune Party Committee reported on the expected content and agenda of the thematic session and mid-year session of the Provincial People's Council.
Next, with a democratic, frank and responsible spirit, voters reflected, expressed their thoughts, aspirations and made recommendations on many issues related to the socio-economy, security, order, social security and the political system.

The issue that many voters have expressed their opinions about is related to the "after" of commune merger. Voter Tran Thanh Hai in Hung Thuy village, Dai Dong commune, said that the merger of Thanh Hung, Thanh Tuong, Thanh Van communes into Dai Dong commune has led to a surplus of cadres and civil servants who have to be transferred to other communes, a long distance, some people have to travel up to 30 km.
On the other hand, cultural houses in villages and hamlets are both redundant and insufficient; there are surplus cultural houses but there is a lack of sufficient infrastructure in terms of population size after the merger to organize activities. Regarding the regime for the team of people working in villages and hamlets after the merger, although the population size and area have increased, the regime has not increased. It is recommended that all levels and sectors pay attention to resolving this issue.

Voter Nguyen Le Tri - teacher of Dai Dong Secondary School also reflected on the surplus and shortage of school and classroom facilities after the merger of 3 schools from 3 old communes, especially the lack of functional rooms and subject classrooms. Voters requested that all levels should support funding to meet teaching and learning needs, and achieve the goal of building a national standard school in phase 1.
Along with the post-merger issues, voters also reflected and proposed that all levels invest in building traffic and irrigation works in some localities. Voter Nguyen Huu Long in Nghia Trung village, Dai Dong commune proposed that the province and district continue to implement the unfinished Tuong - Van - Hung belt road project; build a drainage canal from Thuan Son commune (Do Luong) through communes of Thanh Chuong district to Rao Gang to overcome the flooding situation when the rainy season comes.

Voter Nguyen Quang Suu in Vinh An village, Dai Dong commune recommended that all levels pay attention to receiving and fully resolving voters' recommendations and reflections in order of priority, with urgent and important issues to be resolved first, thereby attracting and creating trust for voters to attend voter contact conferences.
Many issues related to the new rural construction program; degraded traffic infrastructure, irrigation, and power grid infrastructure; policies for people with meritorious services and soldiers; handling citizens' petitions and denunciations; capacity, qualifications, and public ethics of officials and civil servants... were also reflected and proposed by voters.

Responsibility for resolving issues raised by voters
At the end of the meeting with voters, Mr. Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council received, discussed and explained many issues of concern to voters.
The Standing Vice Chairman of the Provincial People's Council affirmed that the Provincial People's Council always pays attention, worries, and innovates the work of receiving and resolving voters' legitimate reflections, recommendations, and proposals.
Instead of synthesizing the content of voters' opinions and suggestions according to locality, currently, the reception and synthesis of voters' opinions sent to the competent authority for resolution is attached to the specific name and address of the person reflecting, on that basis, when responding, it is also sent to the person reflecting, not to the locality as before, avoiding the situation where for some reason it may not reach the person reflecting.
Going into each specific issue, Mr. Nguyen Nam Dinh discussed and explained the policy of arranging commune-level administrative units according to Resolution 6 of the Central Committee (term XII) and the regime and policies for non-professional cadres in communes and hamlets in the province, which are being implemented at the "ceiling" level stipulated in Decree 34 of the Government.

Regarding the handling of facilities after the merger of communes and hamlets, which is carried out according to the Central Government's regulations on public asset management, the Provincial People's Committee has recently assigned the Department of Finance to guide localities in developing plans to handle surplus facilities, and submit them to the Department of Finance for appraisal before consulting the Provincial People's Committee for consideration and decision. However, the progress is currently slow and it is expected that on June 21, the Standing Committee of the Provincial People's Council will organize a session to clarify and find a faster solution.
Explaining and responding to comments on capital construction investment, new rural construction programs, etc.; Mr. Nguyen Nam Dinh said that the degraded rural power grid system, which is unsafe and affects the quality of electricity for daily life, especially at the end of the power source, is a common situation in many localities.
To overcome the problem, many factors and time are needed. However, it is recommended that the district and communes, when receiving feedback from voters, must conduct surveys, conduct statistics, and determine needs to report to the Electricity sector with a roadmap, prioritizing urgent areas to overcome first.
