Lieutenant Colonel Nguyen Nam Hong:Pursuant to the Prime Minister's Official Dispatch on compliance with regulations on prevention and control of harmful effects of alcohol and beer and based on the practical situation, requesting to re-establish traffic safety in the new situation and to promptly prevent, detect, stop and focus on handling violations from the root that are the direct causes of particularly serious traffic accidents, causing insecurity and disorder such as: Violating alcohol concentration when driving road vehicles; speeding on roads; violations of "extending" vehicle bodies and transporting overloaded and oversized goods on roads; watercraft carrying goods beyond the safe waterline, goods without invoices, documents, unlicensed inland ports and wharves, the Ministry of Public Security issued a Plan for peak inspection and handling of traffic safety violations. The peak implementation period is from June 20 to September 20, 2022.

According to this plan, the Traffic Police Department and Traffic Police of units and localities will focus on detecting violations that are the direct causes of traffic accidents such as alcohol concentration violations, exceeding the speed limit, violations of "extending" the vehicle's body and carrying overloaded goods...

For violations of alcohol concentration, the Traffic Police force will focus on checking and handling on highways, national highways, provincial roads far from densely populated areas, "black spots" where traffic accidents often occur. Particularly for violations by party members, civil servants, public employees, armed forces... a notice will be sent to the management agency for handling measures according to regulations.

Regarding violations of overloading and oversize, along with propaganda and mobilization for strict compliance with loading and unloading, transporting goods according to the designed tonnage of the vehicle, not "extending" the vehicle's body to each enterprise, factory, and wharf owner... will organize inspections and strictly handle vehicles transporting goods when participating in traffic; enforce the removal and cutting of the vehicle's body back to the approved design and notify the inspection agency to request the vehicle owner to re-inspecte before putting the vehicle into traffic according to regulations.

When handling overloaded and oversized vehicles, it is mandatory to reduce the load before the vehicle can continue to operate; verify and clarify whether the vehicle owner is an organization or an individual in violation to strictly handle them according to the provisions of law.

For speeding violations, we will focus on checking and handling on expressways, national highways, provincial highways far from densely populated areas, and black spots where traffic accidents often occur. Determine the time when violations often occur to focus on handling. When handling speed, there must be warning measures, using mainly public forms, combined with secret measures. Increase the application of measures to handle violations through images (cold penalties) to further raise the awareness of traffic participants.

On waterways, propaganda will be organized, requiring owners of waterway transport businesses and wharf owners to sign a commitment not to load or unload goods, transport goods beyond the safe waterline; ensure waterway safety conditions, and transport goods with invoices and documents.

Lieutenant Colonel Nguyen Nam Hong:From identifying violations of alcohol concentration, speeding, "extending" vehicle bodies and transporting overloaded and oversized goods on the road... as direct causes of traffic accidents, from the beginning of 2022 to now, the Traffic Police force of Nghe An Public Security has organized 14,712 patrols and controls, with 70,370 officers participating, detecting and making administrative records on traffic safety and order in 40,739 cases, issuing decisions to fine 36,314 cases, transferring 47,508,788,000 VND to the State Treasury.

The Road Traffic Police force alone organized 14,421 patrols and controls, with 69,033 officers and soldiers participating, detecting and making administrative records of 40,604 cases, including: 17,446 cases of car drivers (passenger cars: 3,102; trucks: 8,408; cars: 4,066; buses: 259; taxis: 1,611), 22,872 cases of motorbike drivers, 226 cases of electric motorbikes; 60 cases of other vehicles; 494 cars and 5,943 motorbikes were temporarily detained. The violators complied with the decision to sanction 36,179 cases, transferring 47,239,738,000 VND to the State Treasury; Revoked driving licenses and driving licenses for a period of 4,159 cases.

Lieutenant Colonel Nguyen Nam Hong:Based on the general plan of the Ministry of Public Security, the Traffic Police Department has advised the Provincial Police Director to issue Plan 612 dated June 18, 2022 for implementation. It clearly states that inspection and handling of violations must be carried out thoroughly and maintained regularly and continuously, creating positive changes in awareness and compliance with traffic laws of vehicle owners and drivers; at the same time, detecting existing problems and inadequacies to propose solutions.

The plan must be implemented synchronously in all police units and localities according to their assigned functions, tasks, routes and areas. Heads of police units and localities must be responsible if complicated situations regarding traffic safety and especially serious traffic accidents occur in the area...

According to Plan 612 approved by the Provincial Police Director, the Traffic Police Department and local police will simultaneously launch the campaign from 7:00 a.m. on June 20.
