Nghe An: Allocating more than 404 billion VND to implement the National Target Program on Sustainable Poverty Reduction in 2022

(Baonghean.vn) - According to the Resolution of the Provincial People's Council that has just been approved, the capital allocation plan to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in the province is more than 918,868 billion VND; in 2022 alone, it is more than 404 billion VND.

On the afternoon of June 24, in Vinh city, the People's Council of Nghe An province, term XVIII, 2021 - 2026, held the 6th session (special session) to handle work under its authority.

At the 6th Session (Special Session), the Provincial People's Council passed a Resolution on the implementation plan of the National Target Program on New Rural Construction for the 2021-2025 period and 2022 in Nghe An province.

The Resolution's objective is to achieve multidimensional, inclusive, sustainable poverty reduction, and to limit re-poverty and re-emergence of poverty. Mobilize all resources to focus on investment in economic development, improve rural infrastructure, provide vocational training, create jobs for workers, rapidly increase income, and improve living conditions and quality of life for the people.

Support the poor and poor households to overcome the minimum living standards, access basic social services according to the national multidimensional poverty standards, improve the quality of life; support poor districts and communes to escape poverty and extreme hardship. Strive to achieve and exceed the poverty reduction goals and targets set out in the Resolution of the 19th Provincial Party Congress.

In the 2021-2025 period, strive to reduce the multidimensional poverty rate by an average of 1-1.5% per year, of which the rate in mountainous areas is 2-3% per year. The poverty rate among ethnic minorities will decrease by over 3% per year; the poverty rate in poor districts will decrease by 4-5% per year; strive to reduce the number of poor households by half compared to the beginning of the period according to the National multidimensional poverty standard.

In 2022 alone, strive to reduce the poverty rate according to the multidimensional poverty standard by 1-1.5%/year, of which the rate in mountainous areas is 2-3%/year. The poverty rate among ethnic minorities is reduced by over 3%; the poverty rate in poor districts is reduced by 4-5%/year.

The National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in the province has 7 projects and 11 sub-projects. Accordingly, the plan to allocate development investment capital from the state budget to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in the province is more than 918,868 billion VND.

Of which, the project to support investment in developing socio-economic infrastructure in poor districts has a total budget of more than VND 803,895 billion; the project to develop vocational education and sustainable employment has a total budget of VND 114,973 billion.

Regarding the central budget allocation plan to implement the National Target Program on Sustainable Poverty Reduction in 2022, 404,160 billion VND is allocated. Of which, development investment budget is more than 305 billion VND, and public service budget is 98,629 billion VND.

According to the plan to allocate the central budget to implement the National Target Program on Sustainable Poverty Reduction in 2022, for the project to support investment in developing economic and social infrastructure for poor districts, more than 284.57 billion VND will be allocated. Of which, Ky Son district will receive more than 77 billion VND; Tuong Duong district will receive more than 68.96 billion VND; Que Phong district will receive more than 76.09 billion VND; Quy Chau district will receive more than 61.82 billion VND.

For the project of diversifying livelihoods and developing poverty reduction models, the capital allocation is more than 32,229 billion VND. Of which, the Department of Labor, War Invalids and Social Affairs is allocated more than 4,834 billion VND; 21 districts, cities and towns are allocated more than 27,395 billion VND.

The Resolution also defines the mechanism and solutions for mobilizing and integrating capital to implement the program in accordance with Decree 27/2022 of the Government; The integration must be determined when approving the project investment decision. In particular, the mobilization rate and structure of each integrated capital source must be clearly defined to avoid overlap and duplication.
