On the morning of June 25, the Party Committee of the Business Bloc of Nghe An province held a conference to review 5 years of implementing Directive No. 13 of the Provincial Party Committee Standing Committee on "Improving the quality of Party cell activities; praising Party cells and Party cell secretaries with outstanding achievements in implementing Directive 13 of the Provincial Party Committee". Focus on innovation and improving quality of life

Nghe An Provincial Business Bloc Party Committee currently has 136 grassroots Party organizations (61 Party Committees and 75 grassroots Party cells); 336 Party cells directly under the grassroots Party Committees and department Party Committees with nearly 5,800 Party members.

Implementing Directive No. 13 of the Provincial Party Standing Committee issued in 2017 on Improving Party Cell Activities, the Standing Committee of the Party Committee of Nghe An Provincial Business Bloc has focused on thoroughly disseminating to Party cells and Party members; issued 17 directive documents (62 documents were issued by the grassroots Party Committee), linking the implementation of Directive No. 13 with directives, conclusions, resolutions, and instructions to all levels related to Party building work and Party cell activities.

On that basis, Party committees, Party organizations and Party members of the Provincial Business Bloc Party Committee pay attention to building strong Party cells with good and creative ways to improve the quality of Party committee and cell activities.

The Standing Committee of the Party Committee of the Bloc organizes monthly conferences for grassroots monitoring cadres to listen to and give instructions to each affiliated unit, including the quality and quantity of Party cell meetings; assigns Party committees to periodically attend meetings with affiliated Party cells; pays attention to thematic meetings with many practical contents; strengthens inspection and supervision work.

In regular activities, the implementation of Directive No. 05, Conclusion No. 01 of the Politburo, Resolution No. 4 of the Central Committee (term XI, XII, XIII) is combined with the emulation movement of labor, technical initiatives and building corporate culture.

Party committees and branches at all levels pay attention to innovating leadership methods, implementing well the principle of democratic centralism, attaching importance to self-criticism and criticism; management methods, organizational skills of Party cell secretaries; awareness and responsibility to participate in contributing opinions of Party members; rich and comprehensive content of Party cell activities in both implementing political tasks and Party building work, building the political system at the grassroots level; especially the work of grasping the ideological situation of cadres, Party members, and workers, promptly proposing solutions to resolve the legitimate and legal rights of workers.

Through attention and drastic direction with many solutions to improve the quality of Party cell activities, many Party cells and secretaries have made outstanding achievements in implementing Directive No. 13 of the Provincial Party Committee Standing Committee; contributing to improving the leadership capacity and fighting strength of the Party organization in the Provincial Business Bloc Party Committee, contributing to improving the production and business efficiency of enterprises.

Avoid stereotypes, machines, and ruts

Speaking at the conference, comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee highly appreciated the organization of the Conference to review 5 years of implementing Directive No. 13 of the Provincial Party Committee Standing Committee on "Improving the quality of Party cell activities; praising Party cells and Party cell secretaries with outstanding achievements in implementing Directive 13 of the Provincial Party Committee" with a large scale and solemnity; at the same time, he acknowledged and praised the implementation of the direction with many innovations and creativity of the Party Committee of Nghe An Provincial Business Bloc in enhancing the role of Party organizations, Party committees, cadres and Party members in enterprises, which is increasingly affirmed, promoted and the activities of organizations and unions have many innovations and are more effective.

Party cell activities are a very special activity and together with the image and personal role of party members, they determine the role and image of the Party organization in carrying out its leadership mission. Thus, if the Party organization is considered a unified entity, then Party cell activities are an indispensable organic aspect of that entity.

Our Party also sets out leadership methods by issuing policies, resolutions, directives, and plans; leading through Party members. The Party's policies and resolutions are the resolutions and will of the collective, which are Party members through meetings, activities, and discussions; even Party members must follow the resolutions when speaking and acting. Thus, the role of collective activities is extremely important.

Party cell activities also ensure the "pillar" of democratic centralism of the Party, especially to ensure the relationship between individuals and the collective; requiring individuals to obey the organization, before and during the activities there may be different opinions, even "fierce" debates, but after the activities, if there are resolutions and decisions of the Party cell, Party members must comply with and act according to those resolutions and decisions.

The products of Party cell activities are decisions on policies, plans, and measures to implement specific goals and tasks to lead the political system, lead cadres, Party members, the People, and workers, and decide on the direction of action of the Party organization and Party members within the Party organization.

Only when the quality of Party cell activities is good can the resolutions of that Party organization meet the requirements of leadership and guide the people and social movements.

Only with good quality of Party cell activities can the principle of democratic centralism and organizational unity be ensured; only with good quality of Party cell activities can Party members clearly perceive their tasks and know how to carry out those tasks.

Only when the quality of party cell activities is good will the solidarity of the party cell be firmly ensured.

Comrade Nguyen Van Thong also oriented and suggested a number of measures, solutions, and ways to improve the quality of Party cell activities; emphasizing the preparation stage and Party cell activity process in accordance with the conditions of each specific enterprise, avoiding stereotypes, machines, and routines; closely following the criteria of Regulation No. 08 of the Provincial Party Standing Committee on assessing the quality of Party cell activities with the spirit of self-assessment and self-criticism, avoiding chasing after criteria that deviate from the direction of Party cell activities.

Analyzing the specific characteristics and difficulties of Party organizations in each enterprise, the Standing Deputy Secretary of the Provincial Party Committee emphasized the "unchangeable" requirement of how the Party speaks and acts to gain the support of enterprises and bring benefits to workers and enterprises.

To do so, the Party organization must do many things, including setting an example for cadres and party members, starting with innovation and improving the quality of party cell activities; persistently propagating, mobilizing, and sharing with businesses; building organic relationships, influencing and needing each other between business owners - workers, laborers and political organizations to achieve a common goal of business development, ensuring the rights of workers.

On this occasion, the Standing Committee of the Provincial Business Bloc Party Committee commended 18 Party cells and 18 Party cell secretaries with outstanding achievements in implementing Directive No. 13 of the Provincial Party Committee Standing Committee.
