Con Cuong District Social Policy Bank: Midwives help people escape poverty
(Baonghean.vn) - In order to support people to overcome difficulties, stabilize their lives, and ensure social security, the Social Policy Bank (CSXH) of Con Cuong district is speeding up disbursement, bringing preferential credit policy capital to the poor and policy beneficiaries.
With the goal of implementing preferential credit policies in a timely, synchronous, effective and targeted manner to support poor households and other policy beneficiaries to overcome difficulties caused by the Covid-19 pandemic, contributing to economic recovery and development in the spirit of Resolution No. 11/CP-CP, the Con Cuong District Social Policy Bank has proactively advised the District People's Committee to direct departments, offices, communes and towns to focus on reviewing capital needs among the people, especially those severely affected by the Covid-19 pandemic.

At the same time, the Con Cuong District Social Policy Bank coordinates with localities and socio-political organizations entrusted at the grassroots level to widely propagate and disseminate the program's policies, objectives, meanings and regulations so that people can grasp and register; villages and hamlets organize evaluation to ensure publicity, transparency and the right subjects.
Immediately after receiving capital, the District Social Policy Bank promptly disbursed to create conditions for people to access loans quickly and conveniently.
Ms. Ngan Thi Lan's family in the border commune of Mon Son (Con Cuong) is a near-poor household with 3 school-age children. Ms. Lan's family cannot afford to buy computers for her children to study. In this situation, the Con Cuong District Social Policy Bank has coordinated with the commune and socio-political organizations to review, guide and support Ms. Lan to borrow 10 million VND from the loan program for students with difficult family circumstances to buy computers, according to Resolution No. 11/NQ-CP of the Government with a maximum loan amount of 10 million VND/student, loan interest rate of 1.2%/year, maximum loan term of 36 months. This is the first credit program implemented to help students with difficult circumstances have access to information technology, equip themselves with knowledge, and excel in their studies. At the same time, it contributes to supporting people to overcome difficulties caused by the impact of the Covid-19 epidemic.

The family of Ms. Thai Thi Thanh in Block 6, Con Cuong town, also borrowed credit from the Social Policy Bank to build a spacious house.
Previously, her family lived in a dilapidated house with 6 people, cramped life, all family activities were inconvenient, she always cherished the dream of building a spacious house to live in. However, the amount of savings was not enough to build a house and her dream was difficult to come true. She decided to borrow 400 million VND from the Social Policy Bank and pay it back in 20 years. Ms. Thanh shared that her family is very grateful for the preferential capital for people with difficult housing circumstances.
It is known that, implementing Resolution 11/NQ-CP dated January 30, 2022 of the Government on the Economic Recovery and Development Program, Con Cuong District Social Policy Bank has been allocated nearly 30 billion VND in capital to implement policy credit programs. Of which, loans for job creation are 7.1 billion VND; loans for social housing construction are nearly 16 billion VND; loans for students with difficult family circumstances to buy computers and equipment for online learning are 4.5 billion VND.
Along with promoting the disbursement of loan capital according to Resolution 11/ND-CP, the district Social Policy Bank continues to effectively implement regular lending programs. As of June 25, the total outstanding loan balance is 525 billion VND with more than 10,000 households receiving loans.
Mr. Nguyen Viet Nam - Director of the Con Cuong District Social Policy Bank said: After the Government's Resolution No. 11/NQ-CP was issued, our goal is to implement preferential credit policies in a timely, synchronous, effective, and targeted manner to support poor households and other policy beneficiaries to overcome difficulties caused by the Covid-19 pandemic, contributing to economic recovery and development. In order to effectively implement this program, in recent times, the bank has proactively coordinated with socio-political organizations to strengthen propaganda and dissemination of documents and instructions of the Vietnam Bank for Social Policies so that people can clearly understand and participate in borrowing policy credit. At the same time, training on loan processes, procedures, and documents has been organized for communes, towns, entrusted organizations, savings and loan groups; Collect, list, and evaluate loan applicants, ensuring publicity, transparency, and ensuring capital reaches the right recipients and for the right purposes.

After more than 2 months of implementation, the Con Cuong District Social Policy Bank has organized the disbursement of the job support program, maintaining and expanding employment according to Resolution 11 of the Government with an amount of 7.1 billion VND for more than 200 workers without stable jobs; disbursed for more than 400 students to buy computers and online learning equipment, with an amount of more than 4 billion VND. For the social housing loan program, up to now, it has provided loans to 20 customers to build 20 new houses with a maximum loan amount of 500 million VND per household with a loan interest rate of 4.8% / year, a maximum loan term of 300 months, and a total disbursed amount of more than 10 billion VND.
