The Da Nang CDC showed signs of legitimizing price quotations, with dates on the quotations after the approval of the contractor selection plan, making them insufficient grounds for constructing the bid package price, which is contrary to regulations. Regarding the preparation, appraisal, and approval of the contractor selection plan by the Da Nang CDC, there were shortcomings in the use of document templates and the lack of complete content.

Specifically, the lack of details regarding the work related to previously executed contracts with corresponding values ​​and the reasons for not applying the open bidding method when submitting the contractor selection plan for approval, and the absence of a document submitting the contractor selection plan for contracts under the approval authority of the Center Director, are contrary to regulations.

The Da Nang CDC must return more than 1.3 billion VND.

In the execution of the contract, the Center received goods before the approval of the contractor selection results. According to the unit's explanation, due to the complex development of the epidemic, they borrowed goods in advance for timely use. However, there are no records or documents proving the borrowing and return of goods. Many documents related to the bidding documents were updated after their issuance date on the system; many documents with the same number and date but different content exist, and these documents cannot be found in the Center's operational document management system (only paper copies exist). The warehousing, tracking, and management of goods at the Center are incomplete and lax; goods directly purchased by the Center and goods received from sponsoring units are not tracked as required. Furthermore, some receipts have inconsistent dates.

According to the conclusions of the Da Nang City Inspectorate, the Da Nang CDC allocated medical supplies worth over 1.3 billion VND from October 2020 to December 31, 2020, for paid Covid-19 testing of citizens entering the country using state budget funds, which was not in accordance with the Decisions of the Department of Health on supplementing the 2020 budget for Covid-19 prevention and control, but has not yet returned this amount to the state budget. Regarding the issues with suspected criminal activity related to 33 bidding packages awarded to Dai Phat Store and Tam Lap Phat Company, the City Inspectorate has transferred them to the Investigation Agency - Da Nang City Police for investigation, clarification, and handling in accordance with the law.

Mr. Phan Thanh Long, Chief Inspector of Da Nang City, has requested the Government Inspectorate to compile and propose to the Prime Minister to direct the Ministry of Finance to study, adjust, and supplement regulations on the conditions for three suppliers to provide price quotes for the method of determining the bid price, which is the price of goods to be purchased from at least three different suppliers as stipulated. The City Inspectorate also requested the Chairman of the Da Nang City People's Committee to direct the Investigation Agency of the City Police to investigate, clarify, and handle according to the law any content showing signs of criminal activity; the Department of Health to conduct a review of responsibilities according to regulations for collectives and individuals and to take measures to address and rectify violations, limitations, and shortcomings in the guidance, appraisal, and approval of procurement and bidding for medical supplies and biological products; and in the appraisal of financial settlements. At the same time, it requested the Da Nang CDC to pay over 1.3 billion VND into the state budget.
