(Baonghean.vn) - Digital transformation in Nghe An focuses on developing digital databases, creating a foundation for developing digital government, digital economy, towards digital society; linking the digital transformation process with administrative reform to improve the quality, effectiveness, efficiency of State management and the quality of public service provision by governments at all levels.

On the morning of July 1, the Provincial Party Executive Committee held its 9th Conference. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the conference.Also attending were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of leaders of a number of Central Party Committees; comrades of the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee.

Digital transformation is inevitable

The conference discussed the draft Resolution of the Provincial Party Executive Committee on digital transformation of Nghe An province by 2025, with a vision to 2030.

According to the draft Resolution, digital transformation in the area focuses on developing digital databases, creating a foundation for developing digital government, digital economy, towards a digital society; linking the digital transformation process with administrative reform to improve the quality, effectiveness, efficiency of State management and the quality of public service provision by governments at all levels.

At the meeting, the discussion opinions basically agreed with the content of the draft Resolution setting out general goals and specific goals for 2025 and 2030 for digital infrastructure, digital government, digital economy, digital society, and smart cities in the province.

Speaking at the discussion, comrade Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council stated: Digital transformation is an inevitable requirement; thereby highly agreeing with the viewpoints set out in the draft Resolution, especially emphasizing the role of the leader in the digital transformation process.

The Vice Chairman of the Provincial People's Council also agreed with the idea of ​​taking businesses and people as the center of digital transformation; but suggested studying political, administrative and career agencies to promote digital transformation; because digital transformation first of all needs to come from the capacity to apply information technology and the responsibility to serve of the staff and civil servants.

To successfully implement the digital transformation process, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi also suggested that in the implementation solution, it is necessary to pay attention to a separate mechanism on information technology service prices; as well as to issue criteria for evaluating agencies, administrative and public service units in the digital transformation process.

Sharing the same view, comrade Thai Van Thanh - Director of the Department of Education and Training proposed that the draft Resolution supplement the viewpoint of building and promulgating policy mechanisms not only on investment; but also monitoring and evaluating management capacity and administrative reform, thereby creating conditions to promote digital transformation.

Director of the Department of Health Duong Dinh Chinh analyzed that to successfully transform digitally, three factors are important: "digital infrastructure, people, and policy mechanisms". In particular, for Nghe An, the Director of the Department of Health said that it is necessary to pay attention to policies, including the policy of hiring digital infrastructure for implementation because this is currently the most difficult point from the practical experience of the health sector in achieving the goal of becoming one of the five localities nationwide to build "smart healthcare".

Speaking at the discussion on the draft Resolution, comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee basically agreed with the structure and content; as well as highly agreed with the viewpoints set forth in the draft Resolution.

Regarding the general goal, through analyzing the factors and potentials of the province, the Standing Deputy Secretary of the Provincial Party Committee said that Nghe An needs to strive to be in the top 20-25 provinces and cities with high indexes on Digital Government, instead of the goal of keeping a position in the top 30 as in the draft.

Will issue a set of criteria for evaluating digital transformation

Concluding this content, Provincial Party Secretary Thai Thanh Quy emphasized that digital transformation requires comprehensive changes from individuals and organizations; to be successful, leaders must really get involved resolutely, responsibly and have an organizational system and staff that can meet the requirements of digital transformation management.

Agreeing with the key tasks and solutions set out in the draft Resolution, the Provincial Party Secretary requested to review and simplify administrative procedures and conditions to ensure digital transformation integration; clearly assign responsibilities to agencies and units to implement indicators to improve the efficiency of providing online public services; urgently develop a set of criteria to evaluate digital transformation for agencies and units.

The Provincial Party Secretary also requested to create maximum favorable conditions for people to easily access and use online public services such as: connecting and sharing data between agencies and units.

Along with that, focus on raising awareness and skills for officials, people and businesses to serve the digital transformation process. Accordingly, the Provincial Party Secretary suggested building a platform to provide online courses to guide people and businesses to approach digital transformation and officials to improve digital transformation skills.

Through the implementation experience of some localities, the head of the Provincial Party Committee also requested calculations to deploy models such as: "community digital technology teams" to help people, businesses, and officials with digital transformation skills; reduce fees for essential service groups when performing online public services; or only receive and process online records; assign online settlement records targets to departments, branches, districts, cities, towns, including at the commune level.

Regarding the contents with many discussed opinions, based on the opinions, the Provincial Party Secretary concluded: Nghe An needs to strive to be in the top 25-30 provinces and cities with high indexes on Digital Government; at the same time, "100% of state agencies at provincial and district levels have specialized information technology staff".
