Former Chairman of Commune People's Committee and 2 directors arrested for 'stealing' water plant project

During the implementation of the water plant project, three subjects Nguyen Huu Son, Ho Van Chin, and Huynh Tan Luc accepted and made acceptance records that were not in accordance with the actual construction volume, causing a loss to the State of more than 634 million VND.

On the afternoon of July 4, the Investigation Police Agency of Quang Nam Province Police announced that it had justprosecutecase, prosecuted the accused, temporarily detained Nguyen Huu Son (born in 1974, residing in Que My commune, Que Son district, former Chairman of Que Cuong commune People's Committee); Huynh Tan Luc (born in 1985, residing in Binh Lanh commune, Thang Binh district, Director of Minh Hung Construction Company); Ho Van Chin (born in 1978, residing in Hoa Thuan ward, Tam Ky city, Director of Hung Phuoc Construction Investment Joint Stock Company) for violating regulations on investment in construction works causing serious consequences.

According to initial investigation results, the water plant project in village 1, Que Cuong commune (now Xuan Lu village, Que My commune) was approved by the People's Committee of Que Son district in October 2013 with a total cost of more than 5.6 billion VND from the National Target Program on clean water, rural environmental sanitation and local budget capital.

The project was assigned to the People's Committee of Que Cuong commune as the investor and the investor's representative was Mr. Nguyen Huu Son (at that time, Chairman of the People's Committee of Que Cuong commune). Minh Hung Construction Company Limited was the construction contractor and Hung Phuoc Construction Investment Joint Stock Company was the consulting and supervising unit.
