However, I still see concerns. For example, regarding the problems in Vinh city's apartment buildings, although the problems have been seen, the solutions are not yet specific. Provincial People's Council delegates and voters want the answers to the questions to be more specific and clear. That is, what will be the solution? When will it be resolved? From the shortcomings in practice, the Construction sector has also proposed that the Provincial People's Council and People's Committee pay attention to allocating resources to thoroughly resolve the issues of marking and publishing digital planning so that organizations, businesses and people can conveniently access it. Also related to the planning issue, voter Ho Van Tuan in Quynh Luu district expressed his wish that the problems and shortcomings of the suspended planning would be resolved soon. Do not let the situation of one session after another being suspended remain suspended, people still have to live unfinished lives when they cannot repair their houses because of the planning.
Through this question and answer session, voters also realized that the vision of planning and construction at all levels is still limited, leading to unsynchronized planning, quickly becoming outdated, often leading to many repairs (roads), and not being able to talk about the solutions that delegates and people want to hear. The limitations have been recognized, but the important thing is what solutions are effective.
Suspended projects and violations of apartment planning are still difficult to resolve

For example, Vinh Tan ward is a low-lying area that has long had a water spinach field as a drainage area for the south of the city, but now there are too many construction projects leading to land leveling and increasing the height of this area; besides, there is encroachment on the Vinh river dike corridor. According to simple calculations, every cubic meter of soil and concrete poured down means that 1 cubic meter of rainwater will have no place to drain, so the risk of flooding in the Vinh market area is still very high.
Since 2020, Vinh City has invested in treating frequently flooded areas and hired foreign consultants to plan drainage designs based on hydraulic systems, which will solve this problem in the long term.

Delay in approving new rural planning in communes

Since 2012, the province has completed the planning of new rural areas for 431/431 communes. Planning must come first, but when the old phase of new rural planning has expired, the province has not yet implemented and arranged resources for the communes to redo the planning of the new phase.

In 2021, Quynh Luu district has met the new rural standards, but the lack of a centralized waste treatment facility is very worrying and will affect the sustainability of environmental criteria. In 2018 - 2019, through inspections and checks, the whole province conducted 1,800 to 2,000 inspections on construction order;In the first 6 months of 2022, districts, cities and towns conducted more than 1,441 inspections in this field. The number of violations of construction order has decreased. In 2018, the number of violations of construction order accounted for 0.63% of the total number of construction works and houses that had started construction. From 2019 to 2021, this rate decreased to 0.26% to 0.21% and in the first 6 months of 2022, 30 construction works and houses in violation were detected and handled, accounting for 0.16% of the total number of construction works and houses that had started construction.
