Regarding the answer to the question of the Director of the Department of Construction, it also focused on the issues raised by the delegates, showing that the industry leaders have grasped these issues, and proposed some solutions and measures to overcome them. However, I still see concerns. For example, regarding the problems in Vinh city's apartment buildings, although the problems have been seen, the solutions are not yet specific. Provincial People's Council delegates and voters want the answers to the questions to be more specific and clear. That is, what will be the solution? When will it be resolved? Or like the problem of the lack of fiber optic cable system in the apartment building that delegate Can mentioned, although according to current regulations it may not be the responsibility of the construction industry. But we are building a civilized urban area but the apartment buildings have not met the requirements, so we need to recognize it, to supplement the management solutions.

Voter Dung said that after watching this questioning session, he personally found that where to plan and how to manage the planning all come from the State, from the Departments, branches, and State agencies. However, there are still many problems in planning and planning management in our province. At the same time, it was requested that relevant sectors and authorities at all levels, based on the solutions proposed at the session, advise, organize implementation, and supervise the implementation.

Also related to the planning issue, voter Ho Van Tuan in Quynh Luu district expressed his wish that the problems and shortcomings of the suspended planning would be resolved soon. Do not let the situation of one session after another being suspended remain suspended, people still have to live unfinished lives when they cannot repair their houses because of the planning.

Through this question and answer session, voters also realized that the vision of planning and construction at all levels is still limited, leading to unsynchronized planning, quickly becoming outdated, often leading to many repairs (roads), and not being able to talk about the solutions that delegates and people want to hear. The limitations have been recognized, but the important thing is what solutions are effective.

Suspended projects and violations of apartment planning are still difficult to resolve

From experience in managing and operating urban infrastructure projects in Vinh City, urban planning and order management is facing many problems, one of which is urban drainage system planning. Currently, because we do not have a separate drainage system, flooding in urban areas is getting worse, and when one place is cleared, another is flooded.

For example, Vinh Tan ward is a low-lying area that has long had a water spinach field as a drainage area for the south of the city, but now there are too many construction projects leading to land leveling and increasing the height of this area; besides, there is encroachment on the Vinh river dike corridor. According to simple calculations, every cubic meter of soil and concrete poured down means that 1 cubic meter of rainwater will have no place to drain, so the risk of flooding in the Vinh market area is still very high.

Since 2020, Vinh City has invested in treating frequently flooded areas and hired foreign consultants to plan drainage designs based on hydraulic systems, which will solve this problem in the long term.

However, in the past, when implementing a number of projects to upgrade and renovate sidewalks and streets, voters were concerned and found it difficult to implement. Not long ago, his family contributed 20 million VND to build sidewalks and plant trees, so the project developed quite well. Now, for the purpose of urban beautification, if we want to replace sidewalks with new bricks and trees to match, we must hold a meeting with the people to get more specific opinions.

Delay in approving new rural planning in communes

*In Quang Thanh commune, Yen Thanh district, voter Hoang Viet BacShare: Through monitoring the report of the Department of Construction, I highly agree with the explanation and assessment report of the industry, especially the work of construction planning and regional planning contributing to the construction of new rural areas. Since 2012, the province has completed the planning of new rural areas for 431/431 communes. Planning must come first, but when the old phase of new rural planning has expired, the province has not yet implemented and arranged resources for the communes to redo the planning of the new phase.

From the above regulations, in localities, typically Yen Thanh, based on the above regulations, land exploitation projects have arranged housing along traffic routes, without land funds to arrange service roads, so in the long run, it will "do more harm than good", causing traffic safety and making it difficult to meet advanced new rural standards.

It is known that the construction sector has submitted to the Provincial People's Committee a waste treatment plan, according to which each district and district cluster must have a centralized waste collection and treatment site; each commune cluster must arrange land for a waste collection site far from residential areas, but in reality, implementation is still limited.

In 2021, Quynh Luu district has met the new rural standards, but the lack of a centralized waste treatment facility is very worrying and will affect the sustainability of environmental criteria. As a public service enterprise in this field, the unit is very worried that if household waste is not collected promptly and accumulates in residential areas, it will make people upset, and collecting environmental fees in the future will be difficult.
