(Baonghean.vn) - At the 7th Session, the 18th Provincial People's Council unanimously passed the Resolution "Regulating tuition fees in public educational institutions; tuition support levels for private primary school students who are eligible for tuition exemption and reduction policies according to regulations under the management of Nghe An province from the 2022-2023 school year to the 2025-2026 school year".

In practice, the tuition fees currently applied to public educational institutions in the area are no longer suitable, the tuition fees between levels of education are too different, not ensuring fairness in access to education, not promoting the socialization of education to share the burden with the state budget and increase the minimum operating expenses for public educational institutions in the area.

Therefore, the issuance of new tuition fees to replace the current fees in Resolution No. 53/2016/NQ-HDND dated December 16, 2016, Resolution No. 13/2014/NQ-HDND dated September 25, 2019, Resolution No. 33/NQ-HDND dated August 13, 2021 of the People's Council of Nghe An province is extremely necessary, in accordance with practice and in accordance with the provisions of law.

Accordingly, for urban areas including wards and communes of Vinh city; wards and communes of the towns: Cua Lo, Thai Hoa, Hoang Mai (excluding wards and communes in ethnic minority and mountainous areas according to regulations of competent authorities; towns of plain districts), the tuition fee for 3 levels: preschool, middle school, high school in the 2022-2023 school year is 300,000 VND/student/month; 2023-2024 school year is 315,000 VND/student/month; 2024-2025 school year is 330,000 VND/student/month; 2025-2026 school year is 345,000 VND/student/month.

For rural areas, communes in plain districts (except communes in ethnic minority and mountainous plains; communes with special difficulties in coastal and island areas as prescribed by competent authorities), the tuition fee for preschool and junior high school in the 2022-2023 school year is 100,000 VND/student/month; in the 2023-2024 school year is 105,000 VND/student/month; in the 2024-2025 school year is 110,000 VND/student; in the 2025-2026 school year is 115,000 VND/student/month. For high school level, it is 200,000 - 210,000 - 220,000 - 230,000 VND/student/month according to each school year mentioned above.

For ethnic minority and mountainous areas (wards and communes in districts and towns in ethnic lowland and mountainous areas; communes and towns in mountainous districts and communes and towns in highland districts), the tuition fee for preschool and junior high school in the 2022-2023 school year is 50,000 VND/student/month; in the 2023-2024 school year it is 52,000 VND/student; in the 2024-2025 school year it is 54,000 VND/student/month; in the 2025-2026 school year it is 56,000 VND/student/month. For high school level, it is 100,000 - 105,000 - 110,000 - 115,000 VND/student/month according to each school year mentioned above.

The draft Resolution also stipulates the level of support for direct tuition fees for private primary school students who are eligible for tuition exemption and reduction policies according to regulations from the 2022-2023 school year to the 2025-2026 school year.

Specifically, for urban areas, a student will be supported for 4 school years (from the 2022-2023 school year to the 2025-2026 school year), equivalent to 310,000 - 315,000 - 330,000 - 345,000 VND/month; rural areas are: 100,000 - 105,000 - 110,000 - 115,000 VND/student/month; ethnic minority and mountainous areas are: 50,000 - 52,000 - 54,000 - 56,000 VND/student/month.

The level of support for online tuition fees for private primary school students who are eligible for tuition exemption and reduction policies according to regulations from the 2022-2023 school year to the 2025-2026 school year is equal to 80% of the level of support for in-person tuition fees.

This Resolution stipulates tuition fees for public preschool and general education institutions that are not self-sufficient in regular expenditures from the 2022-2023 to the 2025-2026 school year.

The subjects of application are preschool children and high school students studying at public preschool and general education institutions that have not yet self-financed regular expenses in Nghe An province; Educational institutions in the national education system as prescribed by the Law on Education under the management of Nghe An province; Relevant agencies, organizations, units and individuals.
