Nghe An proposes policies for education and training development, youth
(Baonghean.vn) - On the afternoon of July 19, the Supervisory Delegation of the National Assembly's Committee for Culture and Education, led by comrades Nguyen Thi Mai Hoa and Ta Van Ha - Vice Chairmen of the National Assembly's Committee for Culture and Education, had a working session with the Department of Education and Training, Department of Home Affairs, Department of Information and Communications and the Provincial Youth Union. Accompanying the delegation was comrade Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation.
Affirming the role of youth
The National Assembly's Supervisory Delegation worked with the Department of Home Affairs on the implementation of policies, laws and National Assembly Resolutions on youth, belief and religion work in the 2016-2020 period.

Nghe An has nearly 1 million youth union members, accounting for about 31% of the province's population. Promoting the fine traditions of Vietnamese youth and the heroic revolutionary homeland, most of Nghe An's youth live with ideals and faith in the leadership of the Party and the development of their province.
Recognizing the importance of the role of youth, the Department of Home Affairs has advised the Provincial People's Committee to issue a plan to implement the youth development program for the period 2014-2020. The Provincial People's Council issued a Resolution on the development of Nghe An youth. At the same time, Nghe An is interested in resolving the regime for former youth volunteers.

However, development work still faces some difficulties and obstacles; solutions and roadmaps for implementing youth work are not specific; vocational training and job creation have not met the needs of young people; the situation of young people getting involved in social evils and violating the law still occurs and is complicated.
The Department of Home Affairs proposed to the Supervisory Delegation to transfer all functions and tasks related to the settlement of one-time and monthly allowances, consulting on injury certificates and death certificates for youth volunteers who have completed their duties in the resistance war, currently assigned to the Department of Home Affairs, to the Department of Labor, War Invalids and Social Affairs.
Propose that the Ministry of Home Affairs prescribe a statistical regime on youth for localities to implement. Pay attention to professional training as well as regimes and policies for cadres and civil servants working in religious affairs.

Investing resources in education
At the meeting, the Nghe An Department of Education and Training reported on the achievements and limitations of the sector in implementing policies and laws in the field of education and training. Accordingly, the quality of education and training in the province has been continuously improved; the network of schools and classrooms has continued to be consolidated; the scale of the school system has basically met the learning needs of the people.

The province has mobilized investment resources for education, focusing on ensuring solid, synchronous and gradually modernized infrastructure. In the 2016-2020 period, educational institutions in the province have mobilized over 1,157 billion VND from support from parents, students, businesses and philanthropists. In addition, the Provincial People's Committee has issued many documents on the implementation of innovation in general education textbooks in the province.
The leaders of the Department of Education and Training also answered a number of questions from the Supervisory Delegation regarding the innovation work in the spirit of Resolution 29 of the Central Executive Committee and the requirement to innovate the curriculum and textbooks according to Resolution 88 of the National Assembly..., and at the same time pointed out the shortcomings and limitations. From there, they proposed and recommended solutions to help the Education and Training sector have conditions to develop, suitable to the new situation.

Accordingly, the Department of Education and Training proposed that the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Home Affairs amend Joint Circular No. 06/2015 on the number of positions and jobs for preschools.
Propose that the Government has a policy to support lunch money for preschool children in mountainous areas. Propose that the Government, the Ministry of Education and Training and relevant ministries and branches continue to issue mechanisms and policies to effectively implement Resolution No. 88/2014 of the 13th National Assembly on innovation of general education textbooks.
In particular, pay attention to policies to ensure the quantity and quality of teachers, invest in facilities and teaching equipment according to new standards; the Ministry of Education and Training has a Circular guiding and a specific roadmap for implementing Music and Fine Arts subjects at high school level so that localities have training facilities to arrange teachers; pay attention to human resources for digital transformation in the education sector,...
At the meetings, the Supervisory Delegation highly appreciated the Departments and branches of Education for seriously grasping and concretizing the policies of the Party and the State, implementing many solutions to create positive changes in the field of education and training, contributing to improving the quality of human resources in the province. The Department of Home Affairs actively advised the province on policies and guidelines on youth development and religious affairs.
The Supervisory Delegation requested the Department of Home Affairs to coordinate with the Provincial Youth Union to continue to do a good job of advising the province on youth development strategies, promoting the role and advantages of youth; actively advising on policies and regimes for former youth volunteers; developing policies to attract young people and young cadres with capacity and qualifications to enter state agencies, build their homeland; and create conditions for union cadres to mature.
The Provincial Youth Union has strengthened innovation in appropriate and attractive forms of activities to attract and gather young people; re-evaluated the model of the Youth Volunteer Team to have a development orientation suitable for the current period.

The Monitoring Delegation requested the Department of Education and Training to continue implementing the Party and State's policies and guidelines on education and training in the area. Adjust and complete the planning of the network of education and training facilities in accordance with the specific conditions of the locality; promote digital transformation and apply information technology in management and teaching.
Pay attention to implementing policies and regimes for teachers and educational managers, paying attention to training, fostering, recruitment, rotation, and ensuring the number of teachers is suitable to the characteristics of the education sector and the practical conditions of the locality.

Regarding the recommendations of departments and branches, the Supervisory Delegation of the National Assembly's Committee on Culture and Education acknowledges and accepts the units' contributions, constructions and proposals to advise and make recommendations to the Government, the National Assembly, and relevant ministries and branches.
