(Baonghean.vn) - On the afternoon of July 25, the Provincial Federation of Labor held the 14th Extended Executive Committee Meeting for the 2018-2023 term. The conference focused on financial solutions, improving the quality of Collective Labor Agreements and reviewing the first 6 months of 2022.

The conference listened to the draft Report on the assessment of financial decentralization in the period of 2018 - 2021 and approved the proposal for solutions to decentralize financial work. Accordingly, in the period of 2018 - 2021, the economic situation continued to face many difficulties due to the Covid-19 pandemic, leading to many business units closing tax codes, jobs, life of cadres, workers, civil servants, and laborers having many complicated developments, significantly affecting the local budget situation in general and the trade union budget in particular. In addition, trade union finance has many new regimes, policies, and regulations that have changed, directly affecting financial revenue, financial revenue and expenditure management, and trade union assets.

Recognizing the difficulties and challenges, the Provincial Federation of Labor has paid attention to directing and promptly implementing the collection of funds and union dues to all levels of unions, organizing the collection of basic budget sources to meet the set plan targets.

After decentralization, financial surplus sources are adjusted at all three levels, creating extremely favorable conditions for the grassroots trade union at the higher level to proactively manage and operate finances to serve its activities.

However, after the decentralization process, financial distribution still revealed some limitations. To overcome the shortcomings in the distribution of trade union financial resources, ensuring the financial regime regulations of the State and the General Confederation, the Finance Committee proposed to re-propose the budget allocation norms and distribution rates.

The conference listened to many discussions and comments related to trade union finance work.

Regarding expenditures, it is necessary to save and use them for the right purposes in the spirit of focusing on union members and the grassroots. In addition, it is necessary to continue to enhance the responsibility of union leaders at all levels, strengthen inspection and supervision, and improve the quality of the team in charge of administrative work.

On this occasion, in order to maximize the internal strength of the Trade Union organization and effectively carry out its representative tasks,protect legitimate rights and interests, legitimate of union members and workers and building quality collective labor agreements in accordance with procedures, the conference passed a Resolution on strengthening the role of Nghe An Trade Union at all levels in improving the quality and quantity of collective labor agreements at enterprises in the period 2022-2028.

Accordingly, the Resolution specifically sets out targets for both the quantity and quality of Collective Labor Agreements from 2023 to 2028. To achieve this target, the Resolution proposes four solutions, including improving the capacity for dialogue and negotiation of Collective Labor Agreements for Trade Union officials, improving the quantity and quality of Collective Labor Agreements at enterprises, financial support solutions, and solutions for Collective Labor Agreements for industry groups.

Finally, the delegates gave their opinions on the draft report on the summary of the Union's activities in the first 6 months of the year and tasks for the last 6 months of 2022.
