(Baonghean.vn) - Surveying the implementation of legal policies on preventing and combating domestic violence, Deputy Head of the National Assembly Delegation of Nghe An Province Thai Thi An Chung suggested that the district and commune authorities continue to pay attention to propaganda work, raising social awareness, especially raising awareness among family members to self-regulate their behavior so as not to violate the law; or to know how to resist acts of violence that others cause to them.

Attention to solutions to prevent domestic violence

Through a survey in Thanh Tien commune, the provincial National Assembly delegation acknowledged the local government's interest in implementing legal policies on preventing and combating domestic violence through integrating propaganda, dissemination of laws and competitions of farmers' and women's associations.

The locality also pays attention to organizing models, including integrating propaganda, education, and prevention of domestic violence; such as building "Cultural families"; "Exemplary grandparents and parents, filial children and grandchildren"; "Raising healthy children, teaching good children", "Peaceful villages and hamlets, happy families"...

In particular, the locality has built and promoted the role of 65 self-governing groups in hamlets in reminding each other to unite and support each other in the neighborhood and in each family, preventing domestic violence; associated with maintaining activities. In the commune, there are no serious cases of domestic violence, only a few cases of quarrels and conflicts in the family.

At the district level, along with the progress of society, through propaganda work, raising awareness among the people about the legal policies on preventing and combating domestic violence and promoting the role of mediation teams in blocks, hamlets, villages, and hamlets; self-management teams in household groups have contributed to reducing violence in the area.

If before 2018, the whole district had 32 cases of domestic violence (of which, 5 cases had to be handled administratively and 1 case had to be handled criminally), then from 2019 up to now, the number of domestic violence cases has decreased to 3 cases.

Through discussions with district and commune authorities, the Provincial National Assembly Delegation also noted a number of factors and causes of domestic violence such as gender inequality and some phenomena of gambling, drinking, drug addiction, jealousy, etc.

Some factors related to the ideology and thinking in the community "each family's light is bright", "don't expose your back to others", "the man is ashamed of the man" affect the management as well as the propaganda, prevention and control of domestic violence; therefore, it is recommended that all levels and organizations continue to grasp and closely follow each subject to propagate and prevent domestic violence.

Propose some ideas from practice

Within the framework of the survey program, the Provincial National Assembly Delegation also collected opinions on the Draft Law on Prevention and Control of Domestic Violence (amended) and the Law on Implementation of Grassroots Democracy.

The most common issue that many opinions discussed and contributed to the Draft Law on Prevention and Control of Domestic Violence (amended) is the need to have a correct and accurate approach and identification of acts of domestic violence; at the same time, there needs to be specific sanctions for each act and level of violence, at what level should reconciliation be performed; at what level should the abuser be isolated from the abused; at what level should administrative and criminal sanctions be applied...

Regarding the Draft Law on Grassroots Democracy, the proposed opinions and public contents are directly related to the rights of the people; at the same time, it is necessary to supplement the public contents of beneficiaries of policies for people with meritorious services such as war invalids, Agent Orange victims; poor households so that people can self-monitor and avoid possible negativity. The form of public disclosure needs to be flexible and appropriate to each locality, ensuring the goal of all people having access.

Talking to the authorities of Thanh Tien district and commune, Ms. Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation said that preventing and combating domestic violence is a difficult task, including difficult to identify acts, difficult to detect, difficult to intervene and difficult to handle. However, the goal is to build a civilized and happy society, so authorities at all levels need to continue to pay attention to propaganda work, raise awareness of society to participate and raise awareness of family members to identify acts of domestic violence in order to self-regulate their behavior so as not to violate the law or to resist acts of violence that others cause to them.

From the perspective of State management, propaganda is needed to detect violations for intervention and handling, to avoid prolonged acts of violence or serious problems; to mobilize the entire political system, especially mass organizations, to pay close attention to members, to suggest, share and promptly detect and prevent acts of domestic violence.

The Deputy Head of the Provincial National Assembly Delegation also gave statistics on the high rate of domestic violence cases in poor households and said that poverty and struggles in life are also causes of conflicts and domestic violence; therefore, he suggested that the district and commune authorities continue to pay attention to promoting economic development.

The Deputy Head of the Provincial National Assembly Delegation also received comments on the two draft laws as a basis for research and participation in the law-making process of the National Assembly in the coming time.
