Nghe An Social Insurance: Solutions to complete the 2022 plan
(Baonghean.vn) - In the first 6 months of the year, despite implementing tasks in difficult conditions, with the efforts of the entire industry, the attention and direction of the Provincial Party Committee and Provincial People's Committee, and the drastic participation of local Party committees and authorities, the implementation of social insurance and health insurance policies has had many clear changes.

Policy implementationSocial insurance, Health insurance in the province, especially the collection and development of participants in Social Insurance and Health Insurance, has achieved many positive results. Right from the beginning of the year, the Provincial Social Insurance has proactively reviewed and developed scenarios for developing the number of participants in Social Insurance, Health Insurance, Unemployment Insurance and scenarios for urging collection and debt reduction with many drastic solutions. At the same time, with the spread of the conference to disseminate and thoroughly implement Plan No. 81-KH/TU of the Provincial Party Standing Committee, the propaganda work of Social Insurance and Health Insurance policies has been strengthened in many forms.

In the first 6 months of the year, the whole province organized more than 420 conferences to propagate social insurance and health insurance policies in hamlets, villages, and residential areas. The provincial social insurance agency also coordinated with the provincial post office to organize 2 launching ceremonies to promote the development of voluntary social insurance and family health insurance participants across the province. As of June 30, 2022, the whole province had 2,991,680 people participating in social insurance, health insurance, and unemployment insurance. Of which: The number of people participating in social insurance is 368,151 people, reaching a rate of 19.68% compared to the working-age labor force; The number of people participating in Health Insurance is 2,883,547 people, reaching 96.69% of the target assigned by Vietnam Social Security, an increase of 71,183 people compared to the end of 2021, reaching a coverage rate of 91.49% of the population. The total revenue from Social Insurance, Health Insurance, and Unemployment Insurance by June 30, 2022 is 3,665 billion VND, reaching 46.83% of the revenue plan assigned by Vietnam Social Security.
In addition, the timely and accurate settlement and payment, ensuring the rights of beneficiaries of Social Insurance, Health Insurance, and Unemployment Insurance regimes are given special attention. In the first 6 months of the year, the whole province has settled for 138,016 beneficiaries of Social Insurance and Unemployment Insurance regimes with a total payment of over 5,262 billion VND; paid for 2,177,206 people who received Health Insurance examination and treatment, with a total payment of over 1,891 billion VND.
At the same time, the Social Insurance sector also accelerated administrative reform and applied information technology in performing its tasks. Accordingly, in 2022, the processing time of 4 administrative procedures in 4 areas was shortened: Collection, card books, Social Insurance policies, Health Insurance policies. The rate of files returning results before the deadline and on time is always over 99.6%.

Payment of social security services through non-cash payment methods has been promoted. In the first 6 months of the year, payment of social insurance and unemployment insurance benefits to 88,136 people with a total amount of 1,954 billion VND was made through personal accounts.
Solutions to complete 2022 targets
2022 is an important year, creating a foundation for implementing the goals of the 5-year socio-economic development plan (2021-2025). However, the implementation of social insurance and health insurance policies in the area is still facing many difficulties such as: Increasing the voluntary social insurance contribution level according to the new poverty line prescribed in Decree No. 07/2021/ND-CP of the Government leads to more difficulties in propaganda and mobilization work for people to continue participating in voluntary social insurance. Currently, in the province, there are over 13,000 people participating in voluntary social insurance, lower than the new rural poverty line.

In addition, the impact of Decision No. 353/QD-TTg approving the list of poor districts and extremely disadvantaged communes in coastal and island areas for the period 2021-2025; Decision No. 861/QD-TTg approving the list of communes in Region III, Region II, Region I in ethnic minority and mountainous areas for the period 2021-2025; accordingly, Nghe An province no longer has extremely disadvantaged communes in coastal and island areas, more than 100 mountainous communes of Nghe An have been removed from the list of extremely disadvantaged, many people in the province are no longer entitled to the Health Insurance policy according to regulations. As of the end of June 2022, there are still 56,148 people who have not participated in Health Insurance due to difficult circumstances, accounting for nearly 30% of the total number of people whose cards have been reduced.
In order to continue expanding the coverage of Social Insurance,Health insurance, contributing to ensuring social security in the province, Nghe An Social Insurance deploys solutions to strive to complete assigned targets and plans in 2022.

Speaking at the conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2022, comrade Hoang Van Minh - Party Secretary, Director of Nghe An Social Insurance clearly stated the key tasks and solutions in the last 6 months of 2022 and the next period, specifically: Closely following the directive documents of Vietnam Social Insurance, relevant ministries and branches, strengthening advisory and coordination work to implement the contents, ensuring the completion of assigned targets in 2022; Highly focusing on the development of participants in Social Insurance and Health Insurance, in which, focusing on promoting the effectiveness of policy propaganda and activities of authorized collection service organizations; Strengthening collection urging, reducing arrears, controlling costs of medical examination and treatment of Health Insurance; Strengthen inspection and examination work, especially surprise inspection and examination of units showing signs of violating the law on payment of Social Insurance, Health Insurance, Unemployment Insurance; Continue to urge, guide, and speed up the progress of online public service registration, VssID application - Digital Social Insurance; Strengthen administrative reform, apply information technology in performing tasks, meet the satisfaction of people and businesses; Ensure full, timely and correct settlement of Social Insurance, Health Insurance, Unemployment Insurance regimes for participants and beneficiaries of policies.
