Flooded locations during heavy rain on National Highway 1A through Quynh Xuan ward (Hoang Mai town) include: Km392+995 - Km393+57 (Block 3); Km393+624 - Km394+016 (Block 5); Km394+800 - Km394+950 (Quynh Xuan intersection) under the National Highway 1A expansion investment project, section Km368+400 (Nghi Son) - Km402+330 (Cau Giat), Thanh Hoa and Nghe An provinces under the BOT form by the Joint Venture of Traffic Construction Corporation 4 - Corporation 319 as the investor and BOT National Highway 1A 2-member LLC Cienco4 - Corporation 319 as the project enterprise.

Cause of flooding: National Highway 1A section Km392+00 - Km394+00 was put into operation in May 2015, the section passing through the residential area of Quynh Xuan ward, Hoang Mai town, Nghe An province drains water from the gentle hillside to the East of National Highway 1A through the longitudinal ditch system on the right side of the route (West) to the horizontal drains to drain downstream (East, left side of the route).
However, after being put into use for 2-3 years, the urbanization process has limited the natural drainage from the West (sloping hills) to the terrain drains according to the approved design; on the other hand, the drainage aperture of the current longitudinal ditch system is small, not ensuring drainage capacity, so when it rains heavily, the water flow is large, exceeding the drainage capacity of the ditch, overflowing onto the road surface, causing local flooding.

+ From 2017 to now, the Road Management Department II has regularly requested the BOT National Highway 1A Cienco4 2-member LLC - General Company 319 to dredge and clear sewers to ensure drainage, and at the same time directed the Road Management Department II to coordinate with the People's Committee of Hoang Mai town and the People's Committee of Quynh Xuan ward to inspect the scene and propose solutions to prevent flooding.
However, the locality has not yet had a plan to resolve the site clearance work to handle flooding on National Highway 1A through Quynh Xuan ward. The Road Management Department II and the project enterprise have prepared a plan to report to the Vietnam Road Administration to handle flooding such as widening the aperture, improving the longitudinal slope, longitudinal ditch aperture, adding cross-road culverts, etc. However, due to the site clearance work, it is not yet feasible.
+ Implementing the direction of the Vietnam Road Administration, on September 28, 2021, the Road Administration Department II chaired and invited the People's Committee of Hoang Mai town and the investor to inspect the site and agree on a treatment plan. Based on the opinions of the Road Administration Department II and the People's Committee of Hoang Mai town, the investor prepared a dossier for flood prevention and issued Document No. 548/CV-BOT dated November 1, 2021 requesting the People's Committee of Hoang Mai town and the People's Committee of Quynh Xuan ward to give their opinions on site clearance work as a basis for reporting to the Ministry of Transport and the Vietnam Road Administration.

Currently, the locality has not yet given any feedback or commitment on the scope of the ditch construction or on compensation and site clearance to implement the project.
After receiving a commitment on the construction area for flood prevention from the People's Committee of Hoang Mai town, the Road Management Department II will coordinate with the Project Enterprise to submit the treatment plan to the Directorate for Roads of Vietnam for approval.
