Provincial Party Committee of the Provincial Party Committee: Strengthening the management of Party members, strictly maintaining discipline and order in grassroots Party organizations

The Directive clearly states that, in recent times, the Party Committee of the Provincial Agencies has paid special attention to leading and directing the work of managing Party members to improve the moral qualities, lifestyle, awareness, responsibility, working capacity, and sense of organization and discipline of cadres and Party members.

The majority of cadres and party members in the Bloc always uphold the vanguard and exemplary role in self-cultivation, training, study, work, and closely connect with the masses, contributing to building a strong Party, agencies, and units, and excellently completing assigned tasks.

However, some grassroots Party organizations have shown signs of lax management, leading to a situation where a number of cadres and Party members have degraded in ideology, politics, ethics, lifestyle, awareness, responsibility, violated Party regulations, administrative discipline, and in some cases, Party members have violated the law.

To strengthen the management, education and training of Party members, strictly implement Party discipline and order, the Standing Committee of the Party Committee of the Bloc requires Party committees and organizations at all levels in the Bloc to well implement the following contents:

1.Regularly disseminate, thoroughly grasp and direct cadres and party members to seriously implement the Party's guidelines and policies, the State's policies and laws, especially Conclusion No. 21-KL/TW, dated October 25, 2021 of the Central Executive Committee on promoting Party building and rectification and the political system; resolutely prevent, repel and strictly handle cadres and party members who have degraded in ideology, politics, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation"; Regulation No. 37-QD/TW on things party members must not do; regulations on exemplary responsibility; Regulation No. 69-QD/TW, dated July 6, 2022 of the Politburo on disciplining Party organizations and party members who violate... Leaders of agencies and units review and supplement regulations and rules to strengthen the management of cadres, civil servants, public employees and workers in conjunction with the management of party members.

2.Effectively implement Resolution No. 21-NQ/TW dated June 16, 2022 of the Central Executive Committee on strengthening the construction of grassroots Party organizations and improving the quality of Party members in the new period. Improve the quality of Party committee and cell activities; strictly implement the principles of organizing Party activities.

Strengthen the management of party members in terms of political history, current politics; moral qualities, lifestyle; implementation of assigned tasks; relationships between party members at work and at residence; promote the role of exemplary practice. Carry out periodic reviews well to accurately evaluate party members in conjunction with emulation, reward and discipline work. Strictly carry out the management of records and personal records, promptly update and supplement party member records annually according to regulations.

3.Improve the quality of Party membership recruitment. Properly, fully, publicly and transparently implement the procedures from the work of discovering, creating sources, selecting outstanding people to nurture, support, and include in the recruitment source to the work of examining, verifying, and considering and admitting them to the Party. Regularly review, screen, and promptly remove those who are no longer qualified from the Party in accordance with the spirit of Directive No. 28-CT/TW dated January 21, 2019 of the Central Party Secretariat.

4.Strengthen inspection and supervision of discipline, administrative discipline, office culture; of exemplary responsibility and performance of duties of cadres and party members. Proactively detect signs of violations to prevent, deter, and stop shortcomings and violations. Resolutely and strictly handle violations, lack of responsibility, delays in work, violations of things party members are not allowed to do and violations of the law; be consistent and timely in handling, disciplining the Party with professional discipline.

5.Promote the role of supervision and social criticism of socio-political organizations; closely coordinate between the Party organization at the workplace and the Party organization at the place of residence to properly manage Party members.

6.The grassroots Party Committee concretizes the Directive through plans and programs suitable to the characteristics of the Party Committee and Party cell; every 6 months, report on the implementation results (through preliminary and final reports).

The Party Committee of the Bloc's Organizing Committee shall monitor, guide, inspect and supervise the implementation and periodically report to the Standing Committee.

This directive is disseminated to Party cells, requiring Party committees and organizations at all levels to seriously deploy and implement it.
