(Baonghean.vn) - The Provincial People's Committee has just agreed in principle to reclaim an area of ​​41.53 hectares in Phase 2 of the Van Xuan University of Technology Project in Nghi Huong Ward, Cua Lo Town.

Official dispatch No. 5878/UBND-CN has the following specific content:

Considering the request of the Department of Natural Resources and Environment in Official Dispatch No. 6559/STNMT-QLDD dated November 5, 2021 on reporting the results of the inspection of slow-progressing projects in Nghe An province and Official Dispatch No. 3279/STNMT-QLDD dated June 9, 2022 on reporting the results of reviewing the content of the request of Van Xuan University of Technology in Official Dispatch No. 158-DHVX dated November 18, 2021.

The Provincial People's Committee has the following comments:

1. Agree in principle to reclaim the area of ​​41.53ha in phase 2 of the Van Xuan University of Technology Project in Nghi Huong Ward, Cua Lo Town. Reason for reclamation: The project is behind schedule, violating Point I, Clause 1, Article 64, Land Law 2013, Investment Law as proposed by the Department of Natural Resources and Environment in the above Official Dispatches.

2. Assign the Department of Natural Resources and Environment to preside over and coordinate with relevant units to advise and draft the Provincial People's Committee's Decision to revoke phase 2 of the project and reclaim land in accordance with current legal regulations. To be completed before August 10, 2022.

3. Assign the Departments of Natural Resources and Environment, Planning and Investment, Construction, and Finance, according to their functions and tasks, to advise the Provincial People's Committee on procedures for handling land, assets, and other related issues in accordance with current regulations.

The Van Xuan University of Technology project was approved by the Provincial People's Committee for detailed construction planning at a scale of 1/500 in Decision No. 583/QD-UBND-CN dated February 27, 2009; granted Investment Certificate No. 271110000017 dated August 30, 2007; and leased land in Decision No. 2058/QD-UBND.DC dated June 13, 2007 with a total land area of ​​50 hectares. The project was divided into two investment phases, phase one from 2007 to 2010; phase 2 from 2010 to 2015.

Since 2013, the Van Xuan University of Technology project has been inspected by the provincial Interdisciplinary Inspection Team for progress. On September 27, 2013, the Provincial People's Committee issued Document No. 6804/UBND-DTXD concluding that the Van Xuan University of Technology project violated the schedule; granted an extension to complete the procedures for adjusting the Investment Certificate in the first quarter of 2014; and completed phase 2 of the project in the fourth quarter of 2016". However, up to now, the Van Xuan University of Technology project has only completed and put into operation the investment items of phase 1, and has not yet implemented the construction of phase 2 items, leading to a waste of land resources, causing frustration among officials and people.
