"UNITY FROM TOP TO BOTTOM, CLEARANCE FROM VERTICAL TO HORIZONTAL"

At the 5th Central Conference (13th tenure), the Party Central Committee highly agreed on the policy of establishing a provincial Steering Committee on anti-corruption and negativity; in order to create stronger changes, improve the effectiveness and efficiency of anti-corruption work from the central to local levels.

On June 2, 2022, the Secretariat issued Regulation No. 67-QD/TW on functions, tasks, powers, organizational structure, working regime, and working relations of the Steering Committee for anti-corruption and anti-negativity of provinces and centrally run cities.

On June 30, 2022, the Standing Committee of Nghe An Provincial Party Committee issued Decision No. 1150-QD/TU to establish the Provincial Steering Committee on Anti-Corruption and Negative Matters, consisting of 15 comrades, including 1 head, 5 deputy heads (1 permanent deputy head) and 9 members. In early July, the Nghe An Provincial Steering Committee on Anti-Corruption and Negative Matters held its first meeting.

Speaking at the opening of the conference, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy - Head of the Steering Committee emphasized that the conference was organized to create unity and synchronization in the awareness and action of Party committees, authorities, socio-political organizations, cadres, party members and people in the whole province on the work of preventing and combating corruption and negativity; supplement and raise awareness for cadres and party members about the Party's leadership over law enforcement agencies in investigating and handling cases and incidents.

At the same time, through the content presented by the reporters, delegates were updated with new knowledge, improved professional capacity, qualifications, and useful experience for consulting and directing the handling of cases and incidents related to corruption and negativity.

With the importance of the conference, the head of Nghe An Provincial Party Committee requested delegates at all connecting points to focus on monitoring and participating seriously so that the conference achieves the highest quality.

At the conference, comrade Ho Le Ngoc - Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Deputy Head of the Standing Committee of the Nghe An Provincial Steering Committee on anti-corruption and anti-negativity, thoroughly grasped 4 contents related to the necessity of establishment; the process of building and approving the project to establish the Provincial Steering Committee on anti-corruption and anti-negativity; functions, tasks, scope of direction, working rules, working relationships of the Steering Committee; activities of the Nghe An Provincial Steering Committee on anti-corruption and anti-negativity since the decision to establish it up to now.

The Head of the Provincial Party Committee's Internal Affairs Committee affirmed: The establishment of a provincial-level Steering Committee on corruption prevention and control with an organizational model, functions, tasks, and powers according to Regulation No. 67-QD/TW is extremely necessary, helping to resolutely and synchronously implement the work of corruption prevention and control throughout the Party, the entire people, and the entire army, from the Central to the local level in the spirit of "unanimity from top to bottom, and consistency across the board".

MASTER THE 4 PRINCIPLES OF ACTION

In his concluding remarks, Secretary of the Provincial Party Committee Thai Thanh Quy - Head of the Steering Committee of Nghe An province on anti-corruption and negativity emphasized that the contents conveyed at the conference were very important, necessary and specific, therefore, it is necessary to seriously absorb, apply and deploy uniformly and synchronously throughout the province.

In recent times, the work of preventing and combating corruption in the province has achieved many important results; thereby, contributing positively to ensuring security, order, social safety and creating a favorable environment and conditions for socio-economic development, contributing to strengthening people's trust in the leadership of the Party and the regime.

However, in addition to the achieved results, the Provincial Party Secretary assessed that there are still limitations and shortcomings; in which, the change and effectiveness of corruption prevention and control work in some localities and units are not high; some preventive solutions lack unity and synchronization. Self-discovery for timely correction and handling in many localities, agencies and units is still very little, but must be done through public opinion, press, complaints and denunciations; somewhere there is still lax management, causing loss of State and people's assets in some sensitive areas such as: bidding, auction; land, resource and mineral management.

In particular, through the province's recent drastic handling of the situation, it can be seen that petty corruption, harassment, and causing trouble for people and the business community still occur in some localities, units, at some stages, and at some levels.

According to the Provincial Party Secretary, the core reason is still due to the awareness of the Party's leadership in the work of preventing and combating corruption and negativity, which is sometimes and in some places not good; the consulting, direction and handling, especially cases and incidents related to corruption and negativity, is still very limited due to lack of firm grasp and incomplete awareness.

On the other hand, the above limitations and shortcomings also come from the objective cause that for a long time there has not been a strong enough unified steering agency at the provincial level to advise the Standing Committee, the Standing Committee of the Provincial Party Committee, and the Party Committee to implement the work of preventing and combating corruption and negativity.

Through pointing out the shortcomings and limitations, analyzing the causes, in the coming time, in order for the province's anti-corruption and anti-negativity work to achieve the highest efficiency, especially after the establishment of the Provincial Steering Committee, Provincial Party Secretary Thai Thanh Quy noted that anti-corruption and anti-negativity work must be considered a regular, long-term and continuous task; the head of the Party Committee must take responsibility.

To do so, it is necessary to raise awareness through increased propaganda, building a culture of thrift and integrity among cadres and civil servants, especially leaders; associated with continuing to promote studying and following Ho Chi Minh's ideology, morality and lifestyle; combating degradation in ideology, morality, lifestyle, self-transformation and self-transformation.

In particular, through propaganda work, cadres, party members and people can see that strict disciplinary action against cadres and party members who violate the law is not an obstacle that slows down the development process, but on the contrary, according to the Party's viewpoint, it helps to further clean up the apparatus and rectify the cadre team to serve the development process.

At the same time, it is also necessary to propagate to create unity and synchronization in awareness that, along with strict handling, it is necessary to gradually research, build and implement a mechanism to protect and encourage dynamic, creative cadres and party members who dare to think, dare to do, and dare to take responsibility as the policy clearly stated in the Resolution of the 13th National Congress of the Party.

Along with the above tasks, to raise awareness of the work of preventing and combating corruption and negativity, the Provincial Party Secretary also noted a number of specific and key tasks in the coming time. Accordingly, it is necessary to conduct a review and promptly detect loopholes in the process of implementing policies serving the development process, especially in sensitive areas such as: bidding, auction; use, management of land, resources, minerals, finance, public assets and personnel work to promptly overcome according to authority, or make recommendations to central ministries and branches; thereby, avoiding being exploited to commit acts of corruption and negativity.

In addition, strengthen inspection, examination and supervision of sensitive areas for early and remote prevention; speed up the investigation and handling of corruption and negative cases in accordance with Party regulations and laws; focus on reviewing and detecting cases and incidents related to corruption and negative that the public is interested in, concerned about and upset about, and put under the supervision of the Provincial Steering Committee.

Also at the conference, on behalf of the provincial leaders, Provincial Party Secretary Thai Thanh Quy praised the spirit of some units that have recently boldly directly confronted and stepped up the handling of corruption and negativity such as Thai Hoa town, Yen Thanh district... Thereby, he requested to continue to strictly handle acts of corruption, negativity and corrupt and negative cadres and party members; at the same time, the Party Committee needs to listen thoroughly to have a clear leadership perspective on handling, in accordance with legal regulations, and with empathy and reason for creative, dynamic cadres who dare to think, dare to do, dare to take responsibility, are impartial, pure, and not self-interested if violations occur.

The head of the Provincial Party Committee also requested to continue to resolutely arrange and streamline the apparatus, improve the effectiveness and efficiency of the operations of agencies in the Internal Affairs Bloc such as: Police, People's Procuracy, People's Court, Inspection Committee, Internal Affairs Committee; at the same time, at the district level, pay attention to studying and building a team of monitoring and advising staff so that the implementation of anti-corruption and negativity work takes place systematically and effectively.

On the other hand, it is necessary to strictly implement the reception of people according to Regulation No. 11-QDi/TW of the Politburo on the responsibility of the head of the Party Committee in receiving people, directly dialogue with people and handling people's reflections and recommendations; thereby, listening, dialogue, persuading, mobilizing people; resolving issues right at the grassroots level.

In order for the Nghe An Provincial Steering Committee on anti-corruption and negativity to operate effectively, the Provincial Party Secretary requested the Provincial Party Committee's Internal Affairs Committee - the standing agency of the Steering Committee to continue to improve the system of documents; at the same time, review sensitive and complicated cases and incidents that the public is interested in to advise the Provincial Steering Committee to consider putting them under monitoring; advise the establishment of inspection and supervision teams of the Steering Committee for agencies, units and localities in the implementation of anti-corruption and negativity work.

Before concluding the conference, sending a message to the delegates at the main bridge and more than 8,000 delegates attending at more than 400 bridges across the province, the Secretary of the Nghe An Provincial Party Committee emphasized the motto: "Awareness must be mature; ideology must be clear, determination must be great and methods must be correct" so that the work of preventing and combating corruption and negativity in the province in the coming time will achieve good results according to the requirements of the Central Government, the wishes of the Party Committee and the people of the province, because this is a difficult and sensitive task that must be carried out regularly and for a long time.
