New guidelines on housing support funding for poor and near-poor households

Housing support for poor and near-poor households.

This is a regulation in Circular 46/2022/TT-BTC of the Ministry of Finance guiding the management, use and settlement of career funds from the central budget to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.

The Circular clearly stipulates housing support for poor and near-poor households in poor districts. Accordingly, based on local socio-economic development conditions and the ability to balance the local budget, the Provincial People's Council decides on the level of housing support for poor and near-poor households in poor districts from the State budget. The Central budget supports localities with a maximum of VND 40 million/household for new housing construction and VND 20 million/household for housing repair according to the provisions of Clause 1, Article 9 of Decision No. 02/2022/QD-TTg.

Conditions for housing support for poor and near-poor households in poor districts are implemented according to the guidance of the Ministry of Construction.

Payment mechanism

Based on the list of households receiving housing support and the specific support level approved by competent authorities; based on the minutes confirming the completion of each phase of new construction or housing repair and the minutes confirming the completion of new construction or housing repair for poor and near-poor households put into use according to the guidance of the Ministry of Construction, the People's Committee at the commune level shall make payments as follows:

For households building new houses: Initial support is 70% of the support for building new houses after completing the foundation; the remaining 30% after the household completes the new house construction;

For households carrying out home repairs: Initial support of 70% of the home repair support level will be provided after the household has completed 30% of the work; the remaining 30% will be disbursed after the household completes the home repair project.

The People's Committee at the commune level is responsible for supervising households to use housing support money for poor and near-poor households for the right purposes, ensuring housing quality; at the same time, coordinate with relevant local agencies to publicly implement the State's support policy: housing support list, support level for each household before and after the support decision of competent authorities on mass media, posted at the headquarters of the People's Committee at the commune level and in villages and hamlets according to the provisions of Circular No. 54/2006/TT-BTC of the Ministry of Finance guiding the implementation of the regulations on publicizing direct budget support for individuals and residents.

Support improved nutrition

The Circular also stipulates the content of State budget expenditure to support nutritional improvement for pregnant and lactating mothers and children under 16 years old.

Specifically, the expenditure supports interventions to prevent and combat malnutrition and micronutrient deficiencies for pregnant and lactating mothers and children under 16 years old according to the professional guidance of the Ministry of Health and in accordance with the provisions of Point b, Clause 3, Section III of the Program issued with Decision No. 90/QD-TTg.

Expenses for monitoring, surveying, periodically evaluating, classifying nutritional status, micronutrients, portions, diets, and food consumption habits of children under 16 years old, pregnant and lactating women: Expenditure levels are implemented according to Circular No. 109/2016/TT-BTC.

Expenses for organizing food demonstration sessions for children based on local products and foods: Contents and expenditure levels are implemented according to regulations in Point c, Clause 2, Article 37 of Circular No. 15/2022/TT-BTC.

Expenses for micronutrient supplements for pregnant and lactating women; micronutrients, nutritional products, nutritional preparations, deworming medicine for malnourished and micronutrient-deficient children under 16 years old: Expense level according to invoices and legal documents within the budget approved by competent authorities.

Expenditure for developing guidelines and implementing intervention models to improve nutritional status and nutritional security specific to each region and area; developing nutritional menus: Content and expenditure levels are implemented according to regulations in Articles 7, 8 and 9 of Joint Circular No. 55/2015/TTLT-BTC-BKHCN.
