Cua Lo town agrees on plan to clear constructions and kiosks on the east side of Binh Minh street.

Clearing kiosks in the park areaEast of Binh Minh Streetand organizing business activities on the west side of Binh Minh Street is a major policy, a "revolution" of the Party Committee and people of Cua Lo town, aiming to attract investment in infrastructure, create a breakthrough, and develop commensurate with the advantages and potential of the coastal tourist city.

After many times of drafting and commenting on the revisions, at the meeting on the afternoon of August 22, 2022,Standing Committee of Cua Lo Town Party Committeeagreed on the Plan to clear the kiosks in the park area east of Binh Minh Street and organize business activities west of Binh Minh Street.

Regarding the current status of the construction and kiosks in the park area east of Binh Minh Street, there are a total of 209 kiosks in Nghi Huong, Nghi Thu, and Thu Thuy wards that must be cleared (including kiosks built by the town whose business term expired from September 30, 2020, extended year by year until September 30, 2022 (remaining assets belong to the State); kiosks built by people whose business term expired from September 30, 2020, extended year by year until September 30, 2022 (remaining assets belong to the State); temporary kiosks whose business term expired from September 30, 2020, extended year by year until September 30, 2022 (assets demolished by people); kiosks in the grounds of resort 382).

In addition, there are 20 parking lots invested by the State whose business term expired from September 30, 2020, and have been extended year by year until September 30, 2022 (the remaining assets belong to the State); 1 parking lot (No. 13) in Nghi Huong ward invested by people under the form of a BOT contract (contract term until 2029).

The steps to implement the clearance of kiosks and parking lots are agreed as follows:

Step 1: Organize propaganda to announce the Plan to clear the park on the East side of Binh Minh Street so that business households know and carry out the demolition and handover of the site to the town to implement the project (implementation time from the date the Plan is issued to September 30, 2022).

Step 2, liquidate contracts with kiosk owners, request kiosk owners to dismantle, reclaim usable items and hand over the premises to the town; work with Resort 382 - Ministry of Public Security to synchronously clear the kiosks in the Resort premises, at the same time as clearing the kiosks contracted by the wards (implementation period from September 30, 2022 to October 30, 2022).

Step 3: Clear, dismantle, level, and transport all construction waste out of the park area to the designated place; clean up and restore the site (clearance implementation time from October 31, 2022 to December 31, 2022).

For the projects of 4 organizations, conduct asset inventory, establish compensation plans; at the same time, mobilize and coordinate with land users to establish and carry out procedures to relocate and arrange for units to new locations. The clearance time will be after completing the bidding for investors (the Town People's Committee will directly work with the organizations to agree on the plan).

To ensure services and manage services after the kiosks are cleared until the project is implemented, the Urban Management Board will receive and manage parking lots for visitors to park according to the management plan and collect fees according to regulations.

After reclaiming and clearing the kiosks, the Urban Management Board will carry out the sub-project of repairing 10 public toilets and fresh water showers in the park; then, manage these 10 items with a fee, along with about 10 toilets and fresh water showers of the old kiosks that are retained (renovated) to serve fresh water showers for tourists. At the same time, mobilize food and beverage businesses on the west side of Binh Minh Street to use part of the area so that visitors can shower with fresh water (to be completed before December 30, 2022).

The Urban Management Board shall directly manage the entire technical infrastructure system and trees in the park area; act as the investor in implementing the project to supplement the lighting system in the park area after clearance; preside over and coordinate with the Urban Order Management Team and the People's Committees of the wards to inspect environmental sanitation in the park area, prevent acts of organizing meals and littering in the park area...

Regarding the reorganization of business activities on the west side of Binh Minh Street, through inspection and review, currently in Nghi Huong, Nghi Thu and Thu Thuy wards, there are about 1,200 plots of land that have not been invested in construction; of which, there are about 400 plots of land located on main roads suitable for business. The Department of Natural Resources and Environment shall preside over and coordinate with the Branch of the Town Land Registration Office to collect information, addresses and phone numbers of owners of these plots of land and transfer them to the People's Committees of the wards to introduce to kiosk owners who need to move their business location but do not have premises to contact to rent land (completion time before August 30, 2022).

Assign the Urban Management Department in the process of granting construction permits for restaurants, orienting business households on restaurant models that ensure aesthetics, environment, wastewater drainage and are associated with fresh water shower and luggage storage services. Focus on implementing systematic and scientific planning, arrangement and layout: areas for dining, sleeping, entertainment and services with conditions according to the functions of each separate route to be more professional in service arrangement, operation management, attracting and serving more diverse needs of tourists.

Regarding the investment in technical infrastructure west of Binh Minh Street, based on the current status of the roads west of Binh Minh Street, an investment project has been established to renovate and repair the technical infrastructure of the roads, especially the central and key routes, ensuring conditions for people to do business; completing the infrastructure of the auction areas as a basis for businesses to relocate their kiosks to the west of Binh Minh Street. In particular, attention is paid to the lighting system, wastewater drainage, environmental sanitation, and parking lots.

Research and invest in upgrading the technical infrastructure of the town stadium (such as lighting, restrooms, etc.) to become a "closed square" that is clean, beautiful, modern, convenient, and large enough to host large-scale events, sports tournaments, music, and art programs.

Review the vacant land currently managed by the Town People's Committee to make parking lots (such as the old parking lot of Van Minh, the land recovered from BMC and traffic routes with a width of 30m or more, sidewalks of small roads behind the land of organizations...).

Prioritize investment in upgrading the lighting system of the main axes from Binh Minh Street to Longitudinal Road No. III, and the secondary axes from Binh Minh Street to Longitudinal Road No. II; Invest in upgrading key projects such as Hai San Market, Hom Market, etc.

Focus on developing culinary areas in Nghi Hoa and Nghi Thu wards. Carry out the construction of infrastructure for lighting, clean water, drainage, environment, etc., crossroad No. 20, meeting the construction and renovation needs of the people; build an overpass project to ensure aesthetics from longitudinal road No. 3 to Nghi Thu culinary area. Urge the completion of routes in the project of the main traffic system in the central area from crossroad No. 6 to No. 11, Cua Lo town, Nghe An province (phase 3) and the project of building crossroad No. 10 from Binh Minh street to Mai Thuc Loan street...
