On the afternoon of June 28, the Provincial People's Committee held a conference to disseminate management documents and guidelines for implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period, phase I from 2021 to 2025.

Attending the Conference were comrade Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; representatives of leaders of departments, branches, districts, cities and towns in the province.

At the Conference, the leaders of the Office of Coordination of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas - Committee for Ethnic Minorities disseminated a number of contents of Circular No. 01 regulating the process of monitoring and evaluating program implementation and Circular No. 02 guiding the implementation of a number of projects under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2030, phase I from 2021 to 2025.

The representative of the Provincial Ethnic Committee provided guidance on some necessary contents in directing the implementation of the Program. Units and localities also exchanged and discussed to clarify the investment contents and regulations in the guiding documents and regulations for the implementation of the Program to organize the correct and effective implementation.

Speaking at the conference, comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee emphasized that the Government's issuance of the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I from 2021 to 2025, is very important.

For Nghe An province, a locality with a large proportion of people living in mountainous areas and ethnic minority areas, the lives of people in these areas are still difficult, with an average standard of living and low living conditions.

Therefore, the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, phase I from 2021 to 2025 is considered a "push" to exploit the potential and advantages of localities in ethnic minority and mountainous areas of the province.

Accordingly, the Provincial People's Council issued Resolution No. 07 on the capital allocation plan and the mechanism for mobilizing and integrating capital sources to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025 and 2022 in Nghe An province. The Provincial People's Committee issued a program to implement the Resolution, assigning the task to the Ethnic Committee to develop a capital allocation plan and a list of investment projects in a timely manner to submit to the Provincial People's Committee for approval.

However, this is a large program with a huge amount of work, a large system of guiding documents and many procedures and regulations, so the implementation is confusing and difficult. Therefore, this Conference aims to thoroughly grasp the management documents and guidelines for the implementation of the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the period 2021 - 2030, Phase I from 2021 to 2025.

From there, localities will exchange and discuss to clarify investment contents and regulations in guiding documents and regulations for implementing the Program; thereby helping agencies, units and localities to organize and implement the Program in accordance with regulations and effectively.

Vice Chairman of the Provincial People's Committee Bui Dinh Long requested localities to review and propose a list of investment projects for 2021-2025 with focus and key points, to implement them most effectively, and avoid spreading them out.

Departments, branches and localities need to focus on reviewing and appraising to advise the Provincial People's Committee on implementation. The Provincial Ethnic Committee needs to review, urge and monitor the project progress in each locality to promptly support and remove difficulties and obstacles for localities during the implementation process.
