(Baonghean.vn) - At the working session, the Supervisory Delegation of the Provincial National Assembly Delegation and the Provincial People's Committee focused on clarifying problems surrounding the network of facilities, human resources, implementation of legal policies on medical examination and treatment and regimes for medical staff.

On the afternoon of August 26, the Supervisory Delegation of the Provincial National Assembly Delegation had a working session with the Provincial People's Committee on medical examination and treatment in the period of 2018 - 2022.

Comrade Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation, Deputy Head of the Supervisory Delegation and Comrade Duong Dinh Chinh - Director of the Department of Health (authorized by the Provincial People's Committee) co-chaired the meeting. MANY RECOMMENDATIONS ON FACILITIES AND POLICIES

Before working with the Provincial People's Committee, the monitoring delegation worked with a number of medical examination and treatment facilities: Tay Bac General Hospital, Quynh Luu General Hospital, Thai An General Hospital, Oncology Hospital and Provincial General Friendship Hospital; monitoring through reports to the Department of Health, Vinh City General Hospital, Saigon Vinh Eye Hospital, Vinh Medical University Hospital and Tan Ky District Medical Center.

Through monitoring activities at medical facilities, the assessment team found that the facilities at some medical examination and treatment facilities are still limited and degraded, unable to meet the current scale and the needs for technical expertise development, and the increasing demand for medical examination and treatment of the people; the public health human resources at many medical examination and treatment facilities are still lacking compared to the regulations of the Ministry of Health; the organization of drug bidding, procurement of drugs, supplies, and biological chemicals still have many problems.

On the other hand, the monitoring team also said that the quality of treatment, especially at the grassroots level, still has many limitations, many patients go beyond the upper level, leading to overload at the upper level; most medical examination and treatment facilities in the 2018 - 2022 fiscal year exceeded the total payment for medical examination and treatment costs under health insurance.

Socialization of healthcare, joint ventures and partnerships are currently facing difficulties; special allowances for Covid-19 prevention and control according to Resolution No. 16/NQ-CP of the Prime Minister in some localities have not been paid in time.

At the meeting, leaders of the Department of Health, relevant departments, branches and localities explained and clarified the contents of the Monitoring Team's concerns and recommendations from medical facilities. The recommendations revolved around groups of issues related to the network of facilities; human resources; implementation of legal policies on medical examination and treatment; and policies for medical staff.

Currently, the province has 13 provincial public hospitals, 7 district public hospitals, 12 dual-function health centers, 9 single-function health centers and 460 commune health stations. In addition, the province has 15 private hospitals and 574 other private health facilities. The human resources at public health facilities are 11,632 people.

STEP BY STEP REMOVING DIFFICULTIES AND PROBLEMS

Speaking at the meeting, Mr. Duong Dinh Chinh - Director of the Department of Health said that the health sector of the country in general and the health sector of Nghe An province in particular are facing many difficulties, obstacles and shortcomings. The most obvious manifestations are the shortage of drugs and medical supplies; obstacles in joint ventures and partnerships; doctors leaving public hospitals to work in private hospitals... In addition, not only the field of medical examination and treatment but also the fields of preventive medicine, food safety and hygiene, and reproductive health care are also facing many difficulties.

Going into the issues that the Monitoring Team is interested in, Director of the Department of Health Duong Dinh Chinh said that the health sector is closely following up to direct and guide medical facilities in bidding for drugs and medical equipment. Regarding the overload situation at upper-level hospitals, this is a story that has lasted for many years. To gradually resolve this situation, the Department of Health has directed provincial hospitals to increase support for technology transfer to district-level hospitals.

Concluding the working session, Comrade Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation, Deputy Head of the Supervisory Delegation acknowledged that the results of medical examination and treatment in the past time of Nghe An Health Sector are encouraging. The network of medical examination and treatment facilities is scientifically arranged, so the basic medical facility system meets the requirements, especially the well-developed private medical system. The team of cadres, doctors and nurses have basic qualifications and capacity to meet the requirements, the quality is increasingly improved.

On the other hand, the investment resources for facilities and equipment for the health sector have been given attention by the Provincial People's Committee, basically meeting the needs of medical examination and treatment. Although there is a shortage of drugs and medical equipment in many localities across the country, Nghe An has still basically met the needs; medical examination and treatment have been increasingly improved, many advanced and specialized techniques have been implemented in hospitals; patient satisfaction has been increasingly improved.

However, comrade Thai Thi An Chung said that the facilities of some medical facilities are still limited, the number of doctors who have not been granted practice certificates at hospitals is still large... In the coming time, the Department of Health needs to continue to pay attention to medical examination and treatment, especially at lower levels to limit the situation of going beyond the level; pay attention to local solutions for some types of drugs, strengthen digital transformation at medical examination and treatment facilities.../.
