Former district project management director arrested.

Mr. Thai Minh Hoang, former Director of the Investment and Construction Management Board of Nam Giang District (Quang Nam), and his accomplices are accused of falsely approving projects worth 3.1 billion VND.

Mr. Hoang, 58 years old, has been prosecuted and detained for violating regulations on investment in construction projects, causing serious consequences, the Economic Police Department of Quang Nam Provincial Police announced on August 27.

Under the same charges, the investigating police agency has initiated legal proceedings and temporarily detained Mr. Nguyen Dinh Tan, 63 years old, Director of Bach Khoa Consulting and Supervision Joint Stock Company.

In 2010, the People's Committee of Quang Nam province approved a project to build a road connecting Zuôih commune in Nam Giang district with Lăng commune in Tay Giang district, spanning 32 km and with an investment of over 370 billion VND. Phase 1 of the project was approved with a total investment of 175 billion VND to construct a 16 km section of road.

After more than 10 years of implementation, the project remains unfinished, with over 7 km of the route traversing muddy roads, and many sections overgrown with vegetation. Some components, such as drainage ditches, are covered by bushes, and some sections are damaged by landslides. Yet, the project has still been approved and funds disbursed.

Authorities allege that Mr. Hoang, representing the investor, and Mr. Tan, representing the supervision and consulting unit, conducted acceptance testing that did not reflect the actual construction, causing losses to the state exceeding 3.1 billion VND.

In July 2022, Mr. Hoang was expelled from the Party and forced to resign from his job.
