Reporter arrested for blackmailing district vice chairman for 300 million VND
Knowing that Mr. Dinh Tien Dung was being processed by the authorities to be appointed Vice Chairman of the District People's Committee, Phan Manh Chi, a reporter for a magazine, investigated a number of cases and then threatened Mr. Dung, demanding 300 million VND.
On the afternoon of August 29, news from Minh Hoa District Police, Quang Binh Province said that the unit was conducting a search of the residence of Mr. Phan Manh Chi (born in 1980), residing in Quy Dat town, Minh Hoa district, Quang Binh province, a resident reporter for Ngay Moi Online Magazine (Agency of the Vietnam Association of the Elderly) to clarify the act of property extortion.

Previously, Mr. Chi was prosecuted by Minh Hoa District Police, prosecuted and ordered to be temporarily detained for 4 months for the act of extortion of property against Mr. Dinh Tien Dung, Vice Chairman of the People's Committee of Tuyen Hoa District, Quang Binh.
According to the initial records of the police agency, it is known that Mr. Dinh Tien Dung is being processed by relevant authorities to be appointed as Vice Chairman of the People's Committee of Tuyen Hoa district, Quang Binh. Phan Manh Chi went to Mr. Dung to work and said that Mr. Dung had committed land violations.
On May 1, 2022, Chi asked Mr. Dung to transfer 300 million VND so that Chi could give it to the editorial board leaders to avoid publishing the article. Mr. Dung affirmed to Chi that the violations Chi mentioned were unfounded, and he had also overcome the shortcomings in the working process, and the superior leaders unanimously agreed to appoint him as Vice Chairman of the District People's Committee.
However, for nearly 10 consecutive days, Chi still contacted Mr. Dung regularly to demand 300 million VND. Because of concern about the impact on his reputation, honor and work, Mr. Dung promised Chi that he would give her the money on May 10, 2022.
After that, Chi continued to contact Mr. Dung every day to demand money. On May 11, 2022, Mr. Dung made an appointment to meet Chi and said he did not have the money yet, so Chi left. Under pressure from Chi to demand money, Mr. Dung filed a complaint with the police to resolve the matter.
