In the roadmap to implement universal health insurance, students continue to be selected as a group that needs to be covered soon. In recent years, the Party and the State have always paid special attention and had many support policies for students to participate in health insurance such as: 100% support for the contribution (from 2020) for students from near-poor households, 30% support for other students. In terms of benefits, in addition to having the health insurance fund cover the costs of medical examination and treatment, students participating in health insurance also receive primary health care right at their school - this is the outstanding advantage of the health insurance policy for students.

According to the report of the Provincial Social Insurance, in the 2021-2022 school year, the whole province had 181,511 students go to medical facilities for examination and treatment with the amount paid by the Health Insurance Fund of nearly 74 billion VND. Of which, 512 students had their treatment costs paid by the Health Insurance Fund from 10 million VND to more than 300 million VND.

In cases of serious illness, health insurance is a lifesaver that helps children overcome illness, nurture their dreams and help their families reduce the economic burden, such as the case of Pham Thi Bich Ngoc (8th grade student, Vinh Tan Secondary School, Vinh City). In the 2021-2022 school year, the Health Insurance Fund paid a total of over 357 million VND for her treatment. Mr. Pham Minh Chau - Pham Thi Bich Ngoc's father said: His daughter has applied to reserve her study results for nearly a year to treat leukemia. It is impossible to describe all the difficulties and hardships that the family has gone through since she was diagnosed with the disease until the cancer treatment process at the National Institute of Hematology and Blood Transfusion. Only when she is sick and ill can we see the great value of a health insurance card. If she had not participated in health insurance, the family would certainly not have been able to have such a large amount of money to treat her daughter.

Over the past quarter of a century, student health insurance has always demonstrated its superiority and humanity, and is a sustainable solution to mobilize resources and implement the policy of socializing the work of caring for and protecting the health of students right from when they are still in school. In the context of increasingly unpredictable health and physical risks and injuries, the care and protection of students' health through health insurance needs to be continued to be implemented vigorously.

Strive for 100% of students to participate in health insurance

Currently, the implementation of health insurance policies for all people in general, including students, has been legally unified and mandatory, creating an important foundation in the process of implementing universal health insurance in our country. However, at the end of the 2021-2022 school year, in the province, there are still 3.24% of students who are eligible but have not participated in health insurance, which has significantly affected their rights in health care. In order for the health insurance policy for students to be truly effective, aiming at the goal of all students having a health insurance card according to the provisions of the Law and completing the goal according to Decision No. 546/QD-TTg dated April 29, 2022 of the Prime Minister, more than ever, we need the joint efforts and consensus of families, schools, all levels, sectors and the whole society.

To successfully achieve the target of 100% of students participating in health insurance in the 2022-2023 school year, Mr. Hoang Van Minh - Director of Nghe An Social Insurance said: The provincial Social Insurance will focus on implementing synchronous and comprehensive solutions to maintain and develop the number of students who have not participated in health insurance. Specifically: The provincial Social Insurance will continue to advise the Provincial People's Committee to issue documents directing the implementation of health insurance for students, in which, assigning specific tasks and attaching responsibilities to relevant departments, offices and units in implementing health insurance for students.

Along with that, direct the Social Insurance of districts and towns to coordinate with the Department of Education and Training, educational and training institutions to assess the situation and results of implementing health insurance for students, thereby proposing measures and solutions to get 100% of students in the area to participate in health insurance. At the same time, strengthen the propaganda of policies.student health insurancein schools about the responsibilities and benefits when participating in health insurance, especially the responsibilities of students in participating in health insurance; promote awareness raising so that parents, students and pupils voluntarily participate in health insurance in the 2022-2023 school year. Call on cadres, civil servants, workers in the whole industry and organizations, units, and benefactors to contribute and support funds to award health insurance cards to students and pupils in difficult circumstances. Timely provide primary health care funds to educational institutions according to regulations so that schools can proactively implement health care work for students and pupils. Continue to promote administrative reform, review, reduce and simplify administrative procedures on health insurance, creating the most favorable conditions for students and their families when participating in health insurance for their children.
