Conference to evaluate the exercise of the Defense Zone and Civil Defense of Nghe An province

The Nghe An Province Defense and Civil Defense Area Exercise took place from August 29 to 31. To prepare for the exercise, the Provincial Steering Committee determined that this is a key political task for 2022 and the entire Congress term; on that basis, it is necessary to do a good job of propaganda, education, and dissemination of exercise tasks to all levels, sectors, and people in the area. At the same time, mobilize the participation of Party committees and authorities at all levels, the entire political system, forces, and the entire population in preparing and practicing the exercise.

Nghe An has also strengthened the leadership, direction, unified management and administration of Party committees and authorities at all levels; promoted the advisory role of the Military, Police, Border Guard agencies and departments, branches, the Fatherland Front and socio-political organizations in implementing the mechanism, especially in leading, directing and administering combat preparation work and in handling specific situations.

At the conference, the Steering Committee reviewed the propaganda and education work; the results of the mechanism operation; the results of the live-fire exercises including: the live-fire exercises mobilizing reserve troops, technical equipment and mobilizing the 150-bed Field Hospital; the live-fire exercises mobilizing human resources, ships and civilian vehicles according to Decree No. 30/2010 and Decree No. 130/2015 of the Government; the live-fire exercises to enforce martial law and curfew; the live-fire exercises to resolve situations of mass gatherings, demonstrations causing disorder and security, riots and terrorist activities in the province; the live-fire exercises to fight the enemy invading the border; the live-fire exercises in villages and communes fighting in the defense zone; the live-fire exercises to fight the enemy landing by air; the live-fire exercises to practice civil defense.

Through the assessment, it is shown that under the direction and assistance of the Steering Committee, the Organizing Committee of the Military Region 4 exercise, together with the efforts of all levels and sectors, the exercise was a great success, with many new features such as: Some exercise contents were recorded and led; information technology was applied in many stages of the exercise; coordination with military branches and the use of air force in handling situations of large gatherings, demonstrations causing disturbances to security and order, riots and terrorist activities.

The success of the exercise is an important basis for the province to continue to supplement and complete plans and operational documents; solve new problems and practical requirements in the area; actively build, consolidate and enhance potentials in the provincial and district defense areas.

The exercise also contributes to improving the command organization, coordination and combat readiness of the provincial armed forces, contributing to building an increasingly solid national defense associated with a people's security posture, ready to respond to all situations, meeting the requirements and tasks of protecting the Fatherland "early and from afar".

Speaking at the conclusion of the conference, Nghe An Provincial Party Secretary Thai Thanh Quy - Head of the Provincial Steering Committee for the exercise assessed that the 2022 Provincial Defense and Civil Defense Area Exercise was successfully organized.

In particular, the drill contents were carried out as intended, ensuring that the plan was approved by Military Region 4, specifically demonstrated in aspects such as: From the Standing Committee, the Provincial Party Committee Standing Committee, to the leaders of the branches and district-level units participating in the drill, they thoroughly grasped and carried out with a very good attitude, spirit and responsibility; considering this an important and key task of the year.

Along with that, the Provincial Party Secretary assessed that the 2022 Provincial Defense and Civil Defense Area Exercise was very large in scale, with rich content, diversely mobilized machinery, equipment, and weapons, and a large number of participants, ensuring safety.

During the exercise, the province welcomed a delegation from the Ministry of National Defense of the Lao PDR and provinces in the North Central region to visit and the results of the exercise were highly appreciated by the host country and provinces; at the same time, the public was very interested in the exercise.

The head of the provincial steering committee for the exercise also emphasized: Through the exercise, the awareness and experience of cadres at all levels in the province have been raised, creating a foundation for more effective deployment if a situation arises; at the same time, through this, a number of the province's logistics and technical bases have been invested in and equipped to create better conditions for ensuring national defense and security.

At the meeting, the head of Nghe An Provincial Party Committee also pointed out a number of issues that need attention and experience.

Regarding the tasks in the coming time, on the basis of the province's basic defense plan, Provincial Party Secretary Thai Thanh Quy requested that sectors, agencies and units supplement and complete their documents to perform their tasks well if any situation arises. Continue to raise awareness of economic development, ensuring cultural and social life associated with national defense and security.

Along with that, at the provincial level, as well as localities, it is necessary to continue to pay attention to leading and directing the armed forces in performing their tasks.

The Provincial Party Secretary and Head of the Provincial Steering Committee for the exercise highly appreciated the efforts of the comrades in the Steering Committee, of the sectors, units and localities participating in the exercise; especially of the forces: Police, Military, Border Guard; thereby requesting to promote a high sense of responsibility in the exercise in the work of agencies, localities and units.
