The citizen reception session related to the petition of Mr. Ho Huu Than - Party member of cell 8, Quynh Van commune, Quynh Luu district, reflecting that the Standing Committee of the District Party Committee had pointed out the violations of Mr. Le Van Hue, currently Deputy Secretary of the Party Committee of Quynh Van commune (former Secretary of the Party Committee of Quynh Van commune) but there was no form of disciplinary action against Mr. Le Van Hue.

Regarding this issue, the Secretary of the Quynh Luu District Party Committee received citizens and the Standing Committee of the Quynh Luu District Party Committee also issued Notice No. 616 concluding the settlement of the complaint against the Party Committee and Mr. Le Van Hue on 3 contents.

In particular, the Standing Committee of the Quynh Luu District Party Committee concluded that Mr. Ho Huu Than's claim that the Quynh Van Commune Party Committee's decision to remove him from the position of Chairman of the Commune Farmers' Association for the 2018-2023 term was beyond its authority, contrary to the Charter of the Vietnam Farmers' Association and the Law on Civil Servants was unfounded; but at the same time, it also pointed out the shortcomings and responsibilities of the Standing Committee of the Party Committee and the Secretary of the Quynh Van Commune Party Committee in the process of handling this issue such as: not doing a good job of ideological work, as well as some policies and regimes for cadres, leading to petitions going beyond the level, being prolonged...

Along with that, although he had resigned from the position of Chairman of the Commune Farmers' Association, the Party cell continued to collect party fees according to the salary of the Chairman of the Farmers' Association for Mr. Ho Huu Than from July to December 2021. The Standing Committee of the Quynh Luu District Party Committee concluded that this was a well-founded accusation and pointed out the responsibility belonging to the Deputy Party Secretary of the Quynh Van Commune Party Committee for not promptly directing the Party Committee Office to issue a notice to adjust the collection and payment of party fees for Mr. Than to notify the Party cell to collect and pay party fees in accordance with regulations.

In addition, Mr. Ho Huu Than also said that Mr. Le Van Hue - Secretary of the Quynh Van Commune Party Committee for two consecutive terms did not have prestige with the people. This content was also specifically answered by the Standing Committee of the Quynh Luu District Party Committee.

After the Conclusion Notice No. 616 was issued, the Standing Committee of the Quynh Luu District Party Committee and the Quynh Van Commune Party Committee developed an implementation plan; directed relevant agencies to promptly arrange work and properly resolve personnel policies with Mr. Ho Huu Than according to regulations; at the same time, organized a review of the Standing Committee of the Commune Party Committee and Party Cell 8, under the Quynh Van Commune Party Committee and 3 individuals including: Secretary, Deputy Secretary of the Commune Party Committee and 1 Party member of Party Cell 8 according to regulations.

During the handling process, based on the level of participation of Mr. Le Van Hue in the contents denounced by Mr. Ho Huu Than, the Inspection Committee of Quynh Luu District Party Committee voted and agreed that it was not necessary to consider disciplinary action. At the citizen reception session, Secretary of Quynh Luu District Party Committee Hoang Danh Lai said that the above decision was appropriate. This is also an issue that Mr. Ho Huu Than did not agree with and requested that the above decision be reviewed to ensure fair and strict discipline of party members.

Based on the analysis of records, documents, and opinions of relevant parties in the case, at the citizen reception session, Chairman of the Provincial Party Committee's Inspection Committee Bui Thanh An suggested that it is necessary to review the disciplinary review process for Mr. Le Van Hue; at the same time, it is necessary to clarify the relationships and ideas arising from the Party cell where Mr. Hue lives and the Quynh Van Commune Party Committee during the disciplinary review process.

Agreeing with the above viewpoint, Head of the Provincial Party Committee's Internal Affairs Committee Ho Le Ngoc acknowledged that Notice No. 616 of the Standing Committee of the Quynh Luu District Party Committee had incomplete and inconsistent contents that needed to be reviewed and re-examined, including reviewing the disciplinary review procedures. The above viewpoint of the leaders of the Provincial Party Committee's Inspection Committee and the Provincial Party Committee's Internal Affairs Committee was agreed by the representative of the leaders of the Provincial Party Committee's Organization Committee.

Concluding the citizen reception session, Nghe An Provincial Party Secretary Thai Thanh Quy assessed that the Conclusion Notice 616-TB/HU of the Quynh Luu District Party Committee's Standing Committee had responded to the content of the denunciations with basis and without basis; that is, the problem had been identified through the content of the citizen's reflection, but when handling it, it had not been followed up firmly, leading to the implementation process of the above Conclusion Notice still not meeting the expectations and requirements of the party organization, party members, and reflecting citizens.

Therefore, to clarify this issue and serve as a basis for a fundamental, clear and decisive resolution, the Provincial Party Secretary requested the establishment of a Provincial Working Group chaired by the Provincial Party Committee's Inspection Committee, with the participation of a number of Party committees of the Provincial Party Committee and related departments and branches, with the Chairman of the Provincial Party Committee's Inspection Committee directly responsible for organizing and implementing it, to go to Quynh Luu district and Quynh Van commune to review the entire incident.

Thereby, we will review specifically which accusations are grounded and which are groundless. If the accusations are correct, then whether the violations of the Standing Committee of the Quynh Van Commune Party Committee and the individual head of the Commune Party Committee at that time have reached the level of requiring disciplinary action according to Party regulations and State laws.

Along with that, the Working Group also needs to review and review the cadre work in Quynh Van commune in the past two terms related to Mr. Ho Huu Than's accusation that Mr. Le Van Hue had no prestige with the people for two consecutive terms to fundamentally resolve the internal situation, thereby assessing whether the handling of the Standing Committee of the Quynh Luu District Party Committee was appropriate and convincing, because this is a cadre under the management of the Standing Committee of the District Party Committee.

The head of the Provincial Party Committee requested that the Working Group listen to many perspectives, work impartially and objectively, so that when concluding the issue, it will help Quynh Van commune as well as the Standing Committee of the Quynh Luu District Party Committee fully recognize and solve the problem closely and correctly; thereby creating conditions for the locality to develop more, and respond satisfactorily to citizens. The time to complete the tasks of the Working Group is October 15, 2022 and report the results to the Standing Committee of the Provincial Party Committee.
