Ministry of Finance responds to Nghe An voters' petition on using funding to support housing for meritorious people
(Baonghean.vn) - The Ministry of Finance received a petition from voters of Nghe An province sent by the People's Petition Committee regarding the use of funding to support housing for people with meritorious services.
The content is as follows: Voters petition the Government to allow Nghe An province to use additional funding sources.gThere is a target from the central budget to the local budget to implement phase 2 housing support according to Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister on supporting people with meritorious services to the revolution with remaining housing in the provincial budget that has not been returned to the central budget to implement housing support for those who are still lacking through review and support cases of people with meritorious services who are eligible for additional housing support according to the provisions of Points d and c, Clause 3, Article 1, Resolution No. 63/NQ-CP.

-At Clause 3, Article 1 of Resolution No. 46/NQ-CP datedy27/6/2019 of the Government on the implementation of housing support policies for people with revolutionary contributions according to Decision No. 22/2013/QD-TTg nchickenDecree No. 26/4/2013 of the Prime Minister stipulates: "Assigning the People's Committees of provinces and centrally run cities to implement: For localities with surplus funds allocated by the central budget to support meritorious people with housing in phase 2, the People's Committees of provinces and centrally run cities shall direct specialized agencies to refund the central budget according to the provisions of the State Budget Law and implementing documents".
Based on Official Dispatch No. 3634/BXD-QLN dated September 8, 2021 of the Ministry of Construction on the Summary Report on housing support policies for people with revolutionary contributions according to Decision No. 22/2013/QD-TTg, the Government Office issued Official Dispatch No. 8622/On November 24, 2021, the Government Office announced the direction of Deputy Prime Minister Le Van Thanh: "The Ministry of Finance, based on the data of households named in the project of 63 provinces and centrally-run cities that have been examined by the Ministry of Labor, War Invalids and Social Affairs as of May 31, 2017, will receive support from the central budget, and recover the remaining central budget capital as prescribed in Resolution No. 46/NQ-CP dated June 27, 2019 of the Government and Official Dispatch No. 3738/VPCP-KTTH dated May 12, 2020 of the Government Office".
Therefore, the province is requested to return the remaining central budget support to support people with revolutionary contributions.gon housing as prescribed.
- For cases of meritorious people eligible for additional housing support:According to the direction of Deputy Prime Minister Le Van Thanh in Official Dispatch No. 8622/Office of the Government-Branch:“The Ministry of Construction shall preside over and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Labor, War Invalids and Social Affairs, and relevant agencies.vAt localities, develop a project to support housing improvement for people with revolutionary contributions and relatives of martyrs in the period 2021-2025".
Therefore, for newly arising households of meritorious people, it is recommended that the province review, synthesize, and report to the Ministry of Construction - the agency in charge of developing the project to report to the Prime Minister for consideration and decision.
