In the years 1930 - 1931, responding to the Party's policy, the revolutionary movement exploded and quickly spread throughout the country. Nghe An became the main battlefield in the first rehearsal of our country's revolution under the leadership of the Communist Party of Vietnam.
In March 1930, the Central Region Party Committee appointed the formation of two provisional executive committees of the Communist Party of Vietnam in Nghe An, namely the Vinh - Ben Thuy Provincial Committee and the Nghe An Provincial Committee. The establishment of the provisional party committees in Nghe An was of great significance in gathering and mobilizing the masses to rise up and carry out the revolutionary movement of 1930 - 1931, culminating in the Nghe - Tinh Soviet.
Under the leadership of the Central Region Party Committee, directly by the Vinh - Ben Thuy Provincial Party Committee and Nghe An Provincial Party Committee, in harmony with the struggle movement of the people of the whole country, Nghe An workers and farmers rose up strongly in both urban and rural areas.

From the beginning of 1930 to April 1930, 15 struggles broke out in the whole province; followed by the demonstration on May 1, 1930 in Vinh - Ben Thuy - considered the "standing up first" event that opened the revolutionary high tide of 1930 - 1931 and the historic demonstration on September 1, 1930 in Thanh Chuong - considered the starting point marking the birth of the Nghe - Tinh Soviet, the peak of the revolutionary high tide of 1930 - 1931 under the leadership of the Party.
On September 12, 1930, more than 8,000 farmers raised high the red flag with hammer and sickle and marched to Yen Xuan Station and then to Hung Nguyen town. This was a large demonstration, a fierce revolutionary struggle of the district's farmers. To suppress the demonstration, the French colonialists sent planes to drop bombs, killing 217 people and injuring 125 when the demonstration group had just reached Thai Lao, a location now in Hung Nguyen town.
The demonstration on September 12, 1930, although bloodily suppressed, demonstrated the great power of the people's uprising and has gone down in history as an immortal epic. September 12 is chosen every year as the Nghe-Tinh Soviet Anniversary Day.
