Nghe An Department of Culture and Sports and local authorities met to resolve citizens' petitions related to the Red Village Relic.
(Baonghean.vn) - After Nghe An Newspaper published the article "The earnest wish of a policy family" on August 30, 2022, Hung Dung Ward People's Committee sent a document to the Department of Culture and Sports requesting support from all levels and sectors to resolve citizens' petitions related to the rezoning of the Red Village Relic. On the afternoon of September 12, departments and offices under the Department of Culture and Sports and Hung Dung Ward People's Committee held a meeting to discuss this issue.
On the afternoon of September 12, the Monuments and Landscapes Management Board, the Monuments Management Department of the Department of Culture and Sports, the People's Committee of Hung Dung Ward, and the Department of Culture and Sports of Vinh City held a meeting to discuss resolving citizens' petitions about re-zoning the relic of Mr. Nguyen Huu Dien's house, part of the Red Village relic cluster, Hung Dung Ward (Vinh City).
At the meeting, Mr. Nguyen Ngoc Khanh - Chairman of Hung Dung Ward People's Committee summarized the historical origin of the Red Village Relic, the current status of the relic protection zone located on the land plot of Mr. Nguyen Huu Dien's family, where Mr. Nguyen Huu Dien's son, Nguyen Huu Than, is currently living. Mr. Nguyen Huu Than's family currently lives on an area of over 2,000 m2Located in the protected area of the Red Village Monument, a historical relic ranked at the national level.

Specifically, it is the relic site of Mr. Nguyen Huu Dien's house (father of Mr. Nguyen Huu Than) - a place to hide cadres and print documents to serve the revolutionary activities of the local government in the years 1930 - 1931. Mr. Nguyen Huu Dien's house is one of 5 locations in the Red Village relic cluster that is zoned for protection by the State.
Mr. Nguyen Ngoc Khanh also emphasized that Mr. Nguyen Huu Than's family lives in the protected area of the Red Village relic, the house is currently seriously degraded, and needs to be allowed to repair, build, and be granted a Land Use Right Certificate to ensure the lives and benefits of the people. Chairman of Hung Dung Ward People's Committee requested relevant departments and branches to give opinions and guidance so that the locality can coordinate in implementing the procedures to delimit the relic area for Mr. Nguyen Huu Than's family, helping to manage and protect the Red Village national relic, while also ensuring the benefits of the people and families with meritorious services to the revolution.

At the meeting, Mr. Nguyen Huu Than presented his family's wish to have the relic zoned so that he, his wife, and their children can repair their dilapidated house and be granted a Land Use Rights Certificate. According to Mr. Than, the house he and his wife are currently living in was built by him near the old land of his father's house. That is, the location of Mr. Nguyen Huu Dien's house that the State has zoned for relic protection is not the location of the house he is currently living in. Therefore, Mr. Nguyen Huu Than hopes that all levels and sectors will survey and zone to ensure that it is both in accordance with the relic location and ensures the rights of his family.
“Our family is also very enthusiastic and supportive of the State’s construction and protection of revolutionary historical relics, preserving the revolutionary struggles of the locality. My family is currently in a difficult situation, our house is in a state of disrepair, so we are very afraid that it will collapse at any time. I request that all levels and sectors demarcate the relic site reasonably as soon as possible to create conditions for my family to build and repair the house.”
Presenting his opinion at the meeting, Mr. Nguyen Cong Vinh - Deputy Head of the Monuments and Landscapes Management Board of the Department of Culture and Sports, regarding the case of Mr. Nguyen Huu Than's proposal to delimit the land in the Red Village Monument, in order to re-delimit the monument, the departments and branches need to verify the location and artifacts related to the monument. As for the narrowed area, a field survey is needed to balance and ensure reasonable and harmonious protection. After the survey, the Monuments and Landscapes Management Board will coordinate with relevant departments, branches and units to develop a dossier to propose the Ministry of Culture, Sports and Tourism for consideration and approval.

The representative of the Department of Culture and Sports of Vinh City also affirmed that they will make efforts to coordinate with departments and branches to promptly carry out procedures for zoning relics in accordance with the law, both doing a good job of preserving and restoring historical relics and ensuring the rights of the people. At the same time, they requested the People's Committee of Hung Dung Ward to step up propaganda work on the historical traditions of the locality and do a better job of caring for families with revolutionary contributions. After this meeting, the Department of Culture and Sports of the city will be responsible for accompanying the locality to carry out the fastest steps of procedures in accordance with current laws.
The Chairman of Hung Dung Ward People's Committee also committed that the ward will coordinate with departments and branches to verify the location, boundaries and measure the cadastral map according to the zoning plan and complete it in September 2022. Mr. Nguyen Ngoc Khanh also asked Mr. Nguyen Huu Than's family to coordinate with the local authorities to agree on a suitable adjustment plan, ensuring the solemnity of the relic that needs to be protected and ensuring the rights of the citizen's family.
