Nghe An recommends that the National Assembly needs to strengthen state management of overseas Vietnamese affairs.
(Baonghean.vn) - Permanent Vice Chairman of Nghe An Provincial People's Committee Le Hong Vinh suggested that the National Assembly should continue to improve legal policies to strengthen state management of overseas Vietnamese affairs.
On the morning of September 15, the National Assembly's Foreign Affairs Committee's Supervisory Delegation led by Mr. Nguyen Manh Tien - Deputy Chairman of the Foreign Affairs Committee had a working session with the People's Committee of Nghe An province on the supervision of the topic "Implementation of policies and laws for Vietnamese people abroad".

Contribute to building the homeland
According to incomplete statistics, Nghe An has nearly 100,000 people residing in 110 countries and territories (concentrated in Asian and European countries such as Laos, China, Taiwan, Singapore, Japan, Korea, Russia, Germany, France and other countries such as Canada, the US...).
Up to now, Nghe An province has 15 projects invested by overseas Vietnamese with a total investment capital of 6,237.08 billion VND. Overseas Vietnamese projects in Nghe An province have created jobs for thousands of local workers, contributed to the budget and contributed to socio-economic development.

Currently, the total number of workers in the province working abroad is more than 65,000 people, the income from workers working abroad transferred to the province annually is estimated at 500 million USD/year.
Besides, there are a large number of international students studying in countries such as Japan, Australia, England, France, America, etc. who have returned to contribute to their homeland.
During the meeting, members of the National Assembly's Foreign Affairs Committee's Supervisory Delegation discussed and learned about a number of issues such as sanctions for managing overseas workers who violate labor contracts; and the use of remittances.
Supporting capital for workers going abroad for work; vocational training, job creation, recruitment and labor export; investment and business activities of Vietnamese people abroad; protecting the rights of migrants; mechanisms and policies to protect and support workers, etc.

Representatives of some departments and branches of Nghe An province reported to clarify the opinions that the monitoring delegation was interested in and recommended some contents to the National Assembly and the Government to continue to improve policies and laws for overseas Vietnamese.
Perfecting legal policies
Speaking at the meeting, comrade Le Hong Vinh emphasized that in recent times, Nghe An province has proactively implemented many aspects of current policies and laws on residence and travel for Vietnamese people abroad. Along with the open-door policy to attract investment, especially mobilizing maximum international resources and Nghe An people abroad to contribute to the construction and development of the socio-economy, the province always creates favorable conditions and supports investment for Nghe An people abroad.

Sending workers to work abroad in recent times has brought many practical benefits as workers are trained in industrial working style; increasing income for themselves and their families and contributing to the construction of their homeland.
Comrade Le Hong Vinh proposed to the National Assembly's Supervisory Delegation to overcome shortcomings and limitations, improve legal policies, and strengthen state management of overseas Vietnamese affairs such as: adoption; fetal trafficking; interconnected management of data on overseas Vietnamese; ethnic and religious issues in border areas, and the construction of a national database connecting overseas Vietnamese... which need to be paid attention to by the National Assembly and specified by law.
At the same time, it is necessary to strengthen information and market access for labor; policies to support loans for labor.

Concluding the meeting, Vice Chairman of the National Assembly's Foreign Affairs Committee Nguyen Manh Tien highly appreciated the implementation of policies and laws for overseas Vietnamese in Nghe An province.
At the same time, he emphasized that the purpose of this supervision by the National Assembly's Foreign Affairs Committee is to grasp information, thoughts, aspirations, solutions, recommendations and proposals of Nghe An province as well as other localities in order to form a unified and synchronous legal system related to policies and laws for overseas Vietnamese to limit shortcomings, strengthen state management of this work to enhance the image and position of Vietnamese people in the international arena.
