Nghe An dialogues to remove obstacles in customs procedures for FDI enterprises

(Baonghean.vn) - With the determination to accompany, share and promptly remove difficulties for businesses, on the morning of September 23, in Vinh City, Nghe An Customs Department organized a dialogue with FDI enterprises and enterprises providing import and export services in the area.

Mr. Chu Quang Hai - Director of the Customs Department chaired the dialogue. Also attending were representatives of the Department of Industry and Trade, the Southeast Economic Zone Management Board, business associations, representatives of industrial park infrastructure businesses and over 40 FDI enterprises, enterprises providing import and export services.

Opening the dialogue, Mr. Chu Quang Hai - Director of the Customs Department stated the purpose and determination to promotedigital transformation applicationof the industry to accompany businesses in import and export activities, contributing to removing difficulties, promoting socio-economic development, increasing revenue for the budget. Although there have been many efforts and modernization of processes and procedures, there are still some problems in the implementation process, so on the basis of meetings and dialogues, the industry will listen to handle them.

As of September 20, the province had 406 enterprises carrying out import-export procedures, including 48 FDI enterprises, with an import-export turnover of 2.34 billion USD; the value of goods cleared through provincial customs reached 1.099 billion USD; over 37,000 customs dossiers were declared, of which domestic enterprises accounted for over 25,000 sets.

Next, the representative of the DepartmentNghe An Customsreported some basic features on the implementation of state management of customs for FDI enterprises at Cua Lo Port Customs Branch; the state management of customs for FDI enterprises at Vinh Customs Branch.

In addition, the Customs Department also introduced a number of new tax policies and customs procedures related to import-export activities of foreign-invested enterprises; conditions for customs inspection and supervision of export processing enterprises.

At the dialogue, with an open spirit, 9 enterprises submitted 24 issues and recommendations related to the process of customs procedures and import and export of goods. Specifically, the procedures for VAT exemption and reduction for processing enterprises in industrial parks, whether input materials produced in industrial parks are exempted or reduced from tax; the list of goods exempted or reduced from tax; new types of goods allowed to be imported or destroyed for liquidation...

Based on the reception of recommendations and questions from businesses, the representative of the Provincial Customs Department answered the contents within its authority; at the same time, he said that he would continue to receive and coordinate with relevant agencies to handle. Concluding the dialogue, the representative of the Customs Department shared the difficulties of businesses in the past 2 years; at the same time, he said that the regulations on tax management and procedures are increasingly strict, so he hoped that businesses would study carefully to comply, and proactively discuss with the industry to promptly resolve any unclear issues.

Dialogue between Customs and enterprises is an activity organized by Nghe An Customs twice a year with import-export enterprises. However, in the past 2 years, due to the impact of the Covid-19 epidemic, it has only been organized online, so some new FDI enterprises have not updated and clearly understood the new regulations on types of goods exempted from and reduced taxes, leading to confusion and difficulties when carrying out customs clearance, export or import procedures.
