Nghe An implements Resolution No. 69/NQ-CP of the Government on developing social insurance participants

In particular, the Provincial People's Committee requests provincial departments, branches and sectors; People's Committees of districts, cities and towns, based on their functions, tasks and Resolution No. 69/NQ-CP of the Government, Plan No. 81-KH/TU dated March 7, 2022 of the Provincial Party Committee on implementing the targets of the Resolution of the 13th National Congress of the Party, Resolution of the 19th Party Congress on the rate of social insurance and health insurance coverage in Nghe An province by 2025, with a vision to 2030; Plan No. 311/KH-UBND dated June 4, 2021 of the Provincial People's Committee to implement the coverage target.Social insurance, health insurance in Nghe An province for the period 2021 - 2025 is proactively organized and implemented to develop participants and increase social insurance coverage rate in the province.

Accordingly, the Provincial People's Committee specifically assigned:

Department of Labor, War Invalids and Social Affairs:Direct, monitor, inspect and urge the People's Committees of districts, cities and towns to develop and implement targets for developing social insurance participants in accordance with regulations.

Annually, in coordination with the provincial social insurance, agencies, units and localities, synthesize the implementation of the targets for developing social insurance and voluntary insurance participants in the province and any problems arising during the implementation process to report to the Provincial People's Committee and the Ministry of Labor, War Invalids and Social Affairs according to regulations.

Department of Planning and Investment:Annually, preside over and coordinate with the provincial social insurance, relevant agencies and units to advise the Provincial People's Committee to submit to the Provincial People's Council to include social insurance targets in the socio-economic development targets according to regulations.

Provincial Social Insurance:Annually, based on the criteria and methods for developing targets in Resolution No. 102/NQ-CP dated August 3, 2018 of the Government, Plan No. 81-KH/TU dated March 7, 2022 of the Provincial Party Committee, Plan No. 311/KH-UBND dated June 4, 2021 of the Provincial People's Committee, coordinate with the Department of Planning and Investment, Department of Labor - Invalids and Social Affairs, Department of Statistics and relevant agencies and units to develop targets for the development of social insurance participants to include in the socio-economic development targets; advise the Provincial People's Committee on the plan to assign social insurance targets to localities for implementation; Guide, monitor, inspect, urge and direct the Social Insurance of districts and towns to actively and proactively coordinate with relevant local agencies and units in developing and implementing targets for developing social insurance participants to achieve the set goals.

Provincial Statistics Office:Periodically every quarter, 6 months, year, preside over and coordinate with relevant agencies and units to synthesize data on average population and labor force in Nghe An province to provide to the Provincial Social Insurance unit and the Department of Labor - Invalids and Social Affairs as a basis for calculating the rate of social insurance and health insurance coverage in the province.

People's Committees of districts, cities and towns:Based on the Plan for assigning development targets for social insurance participants of the Provincial People's Committee, develop development targets for local social insurance participants and submit them to the People's Council at the same level for inclusion in the annual socio-economic development targets.

Direct local authorities to synthesize and monitor the population and labor force in the area, including: Current local laborers with jobs, unemployed laborers, laborers working far away (not present in the locality), and the number of laborers participating in social insurance at agencies, units, and enterprises. At the same time, synchronously implement solutions for employers and laborers to participate in social insurance fully and promptly according to regulations.

Annually, report on the development of targets, plans and implementation status of targets for developing social insurance participants to the Provincial Social Insurance and the Department of Labor - Invalids and Social Affairs for synthesis and reporting to the Provincial People's Committee and the Ministry of Labor - Invalids and Social Affairs according to regulations.

The Provincial People's Committee requests provincial departments, branches, and sectors, and People's Committees of districts, cities, and towns to seriously implement this. During the implementation process, if there are any difficulties or problems, please report them to the Provincial People's Committee (through the Department of Labor, War Invalids, and Social Affairs) for consideration and resolution.
