Strengthening the National Assembly's supervision in the prevention and fight against corruption, negativity and waste

(Baonghean.vn) - National Assembly Chairman Vuong Dinh Hue especially noted the need to strengthen the National Assembly's supervision in the prevention and fight against corruption, negativity and waste by implementing supervision activities such as: Questioning, thematic supervision, explanation, supervision of legal documents; supervision of handling of complaints and denunciations of citizens, and recommendations of voters.

On the morning of September 27, the National Assembly Standing Committee held a national online conference to deploy the National Assembly's Supervisory Program in 2023 to create unity in will and action and proactiveness, contributing to continuing to innovate and improve the effectiveness and efficiency of the National Assembly's supervisory activities.

Comrade Vuong Dinh Hue - Member of the Politburo, Chairman of the National Assembly chaired the conference. Comrades of the Party Central Committee, Vice Chairmen of the National Assembly: Senior Lieutenant General Tran Quang Phuong, Nguyen Dac Dinh, Nguyen Duc Hai co-chaired at Dien Hong Hall, National Assembly House. DEPLOY 4 MONITORING TOPICS

2023 is the mid-term year, the pivotal year for implementing the Resolution of the 13th National Congress of the Party, the Action Program of the Party Delegation of the National Assembly, the program and term plan of the National Assembly; is the year focusing on implementing the resolutions of the National Assembly and the Government on socio-economic recovery and development, contributing to helping the economy overcome difficulties soon, not missing the beat with the global economic recovery process.

Based on the characteristics of the situation in 2023 and proposals of agencies, the National Assembly and the National Assembly Standing Committee have approved resolutions on the 2023 Supervision Program and Plan No. 248/KH-UBTVQH15 dated August 4, 2022 to implement synchronously and uniformly.

Accordingly, in 2023, the National Assembly and the National Assembly Standing Committee will conduct activities to review reports, question and answer questions, conduct thematic supervision, take votes of confidence for people holding positions elected or approved by the National Assembly, review the implementation of resolutions of the National Assembly on thematic supervision and questioning, supervise the settlement of voters' petitions, and the settlement of citizens' complaints and denunciations, etc.

The National Assembly will conduct supreme supervision on two topics: “The mobilization, management and use of resources for the prevention and control of the Covid-19 pandemic; the implementation of policies and laws on grassroots health and preventive medicine” and “The implementation of the National Assembly’s resolutions on the National Target Programs on new rural construction in the 2021-2025 period, sustainable poverty reduction in the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period”. The National Assembly Standing Committee conducted supervision on two topics on "Implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks" and "Implementation of policies and laws on energy development in the 2016-2021 period" at the meetings in August and September 2023.

At the conference, delegates listened to a summary report assessing the results of the implementation of the National Assembly's supervision program and the National Assembly Standing Committee in 2022 and the implementation of the 2023 supervision program; discussed and proposed recommendations to improve the effectiveness of the National Assembly's supervision work.

In his concluding remarks at the conference, the National Assembly Chairman outlined the innovations that have brought positive results in the supervision work; at the same time, he pointed out the shortcomings and limitations that need to be overcome to improve the effectiveness of the supervision work, meeting the requirements and expectations of voters and people nationwide.

On that basis, to effectively implement the National Assembly's supervisory programs, the National Assembly Standing Committee, National Assembly Chairman Vuong Dinh Hue requested that the National Assembly, National Assembly agencies, National Assembly delegations, each National Assembly deputy and relevant agencies and organizations continue to thoroughly grasp the Party's viewpoints and guidelines, especially the requirements in the Documents of the 13th National Party Congress on innovating methods, improving the quality and efficiency of operations, promoting democracy, the rule of law, and increasing professionalism in the organization and operation of the National Assembly.

“Identifying the improvement of the effectiveness of supervisory activities is an important content, a key step in the process of innovating the organization and operation of the National Assembly according to the Party's viewpoint and guidelines on building a socialist rule-of-law state of the people, by the people, for the people,” the National Assembly Chairman emphasized.

The National Assembly Chairman requested to continue studying and defining more clearly the scope, objects, and forms of supervision by the National Assembly and the National Assembly Standing Committee; improve the quality of building supervision programs; and effectively organize the implementation of legal provisions on strengthening discipline and order in implementing supervision activities.

Accordingly, it is necessary to strictly implement the direction and coordination of the National Assembly Standing Committee's supervisory activities in a proactive and unified manner, avoiding duplication and being appropriate to each supervisory topic and each specific situation; enhancing debate, clarifying issues and responsibilities in discussing and reviewing reports.

Continue to improve the quality of thematic supervision; increase the use of information from the results of relevant supervisions, information from inspection, examination, auditing, investigation agencies, and experts; continue to innovate methods and ways of organizing questioning and answering questions; increase questioning activities and issue resolutions on questioning at meetings of the National Assembly Standing Committee; regularly review unimplemented supervision recommendations;...

“Immediately after this conference, the thematic supervision delegations of the National Assembly and the National Assembly Standing Committee in 2023 urgently studied and absorbed the opinions of the delegates attending the conference to complete the draft resolutions of the National Assembly Standing Committee to submit to the National Assembly Chairman for signing and promulgation for immediate implementation in 2022,” comrade Vuong Dinh Hue pointed out.

The National Assembly Chairman especially noted the need to strengthen the National Assembly's supervision in the prevention and fight against corruption, negativity and waste by implementing supervisory activities such as: Questioning, thematic supervision, explanation, supervision of legal documents; supervision of the settlement of complaints and denunciations of citizens, and recommendations of voters.

The National Assembly, the National Assembly Standing Committee, the National Assembly agencies, the National Assembly delegations and National Assembly deputies must focus on the content of preventing and combating corruption, negativity and waste; identify this as a regular and important task and carry out it comprehensively, publicly, with a focus and key points; focus on areas that are prone to negativity, areas of public concern about corruption, negativity, ideological, political, moral and lifestyle degradation; promote the participation mechanism of the Central Steering Committee on preventing and combating corruption and negativity and provincial steering committees; the Vietnam Fatherland Front, socio-political organizations at all levels, the people and the press and media agencies in the Party and State's supervisory activities, including supervising the implementation of laws on preventing and combating corruption and negativity.

The National Assembly Chairman also requested that based on the actual situation, the content on preventing and combating negativity be integrated into the report on anti-corruption work. Accordingly, the Government, the Supreme People's Court, and the Supreme People's Procuracy must report this content to the National Assembly./.
