'Without inspection and supervision from the beginning, defects will occur from small to large'

On the afternoon of September 28, the Secretariat's inspection delegation led by Party Central Committee Secretary and Head of the Central Propaganda Department Nguyen Trong Nghia held a conference to approve the draft report on the Secretariat's inspection results in 2022 of the Central External Relations Commission on Party building work. Attending the conference were Head of the Central External Relations Commission Le Hoai Trung and a number of leaders of units under the Commission.

On behalf of the inspection team, Mr. Phan Xuan Thuy - Deputy Head of the Central Propaganda Department approved the draft report on inspection results at the Central External Relations Department.

According to the report, the leaders of the Central External Relations Commission and the Party Committee of the agency have thoroughly grasped, paid attention to leading, directing and organizing the implementation of Resolution No. 4 of the 12th Central Committee; Regulation No. 08 on exemplary responsibility; Regulation No. 37 on what Party members must not do; Conclusion No. 21 on promoting the building and rectification of the Party and the political system; resolutely preventing, repelling and strictly handling cadres and Party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation"; Plan No. 03 dated December 1, 2021 of the Politburo on the implementation of Conclusion No. 21.

The Board's leaders have directed Party committees, units, and Party members to seriously organize research, disseminate, study, and issue implementation plans in the past time to achieve the set goals and requirements; build internal solidarity and unity, complete the political tasks of the Party Committee; and improve the capacity of the leadership and management team, especially the leaders.

The Central External Relations Commission has linked the work of Party building and rectification with the effective implementation of foreign affairs work; focused on directing Party cells to conduct self-criticism and criticism, identifying signs of degradation in political ideology, ethics, lifestyle, self-evolution, and self-transformation within the Party.

At the same time, comprehensively lead all aspects of Party building work, promote propaganda work, focus on cadre work, create changes in awareness and action among cadres and party members; demonstrate high determination in overcoming and correcting weaknesses and limitations of collectives and individuals as well as creating positive changes in the training of party members, cadres, civil servants, public employees and workers.

In addition, the work of developing the political system's organizational apparatus is associated with restructuring the team towards streamlining, effective and efficient operations. The content of Party cell activities continues to be innovated, the quality of cadres and Party members is improved; inspection and supervision work is given attention and focus...

The report also pointed out that, in addition to the achieved results, there are still some limitations in the Party building work of the Central External Relations Commission, such as the slow development of the program and plan to implement Resolution 4 of the 12th Central Committee, Regulation 37, Conclusion 21 and Plan 03, and the implementation is not comprehensive and regular. The information and propaganda work and orientation of public opinion are sometimes not timely; criticism and self-criticism work is still respectful and evasive in some units...

At the Conference, representatives of units under the Central Foreign Affairs Commission raised a number of opinions and recommendations to further improve Party building work at the Commission.

Enhance the responsibility of leaders to set an example

Concluding the conference, Head of the Central Propaganda Department Nguyen Trong Nghia - Head of the inspection delegation highly appreciated the results achieved in the process of organizing the implementation of Central documents at the Central External Relations Department.

In the coming time, Mr. Nguyen Trong Nghia suggested that the Board be proactive in forecasting work to serve both the Board's political tasks and the Party's strategic agency tasks. Continue to thoroughly implement the Resolution of the 13th National Congress, the 4th Central Resolutions, regulations on setting examples, regulations on what Party members are not allowed to do, especially the plan to implement the 4th Central Resolution of the 13th tenure, especially the new spirit of Party building associated with building the political system, Party building associated with building the cadre team.

“Party building focuses on many factors, first of all the principle of democratic centralism and setting an example for leading cadres. That is why the Secretariat chose setting an example as the central content,” said Mr. Nguyen Trong Nghia.

According to the Head of the Central Propaganda Department, the inspection contents must be closely linked to the requirements of improving the leadership capacity of grassroots Party organizations and the quality of Party members, including the content of building 4 good Party cells: Completing political tasks well, better and more substantial quality of activities; good solidarity and discipline; good cadres and Party members.

In addition, the Central External Relations Commission focuses on implementing Conclusion 01 on continuing to implement Resolution 5 of the Central Committee and Resolution 35 of the Politburo on strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation; strictly following principles and regulations to limit errors and shortcomings. At the same time, building a team of strategic agency staff to meet the requirements of foreign affairs in the new period as well as the requirements of international integration; inspection and supervision work is maintained regularly, with daily and weekly reminders.

"If we do not pay attention to inspection, supervision and auditing from the beginning, mistakes and shortcomings will occur, from small to large, becoming serious and very serious," Mr. Nguyen Trong Nghia noted, emphasizing that if Party building work is done well, the implementation of political and professional tasks will be good.

Speaking at the conference, Mr. Le Hoai Trung - Head of the Central External Relations Commission accepted the comments and assessments of the inspection team.
