Nghe An: 186 more commune and ward police officers are eligible to register motorbikes

(Baonghean.vn) - From October 1, 2022, Nghe An Provincial Police continue to decentralize the registration and license plate issuance of motorbikes, including electric motorbikes to 186 commune-level police units. This process helps people save time and travel costs when registering vehicle ownership.

Fast and convenient for people

Previously, if people wanted to register a motorbike, they had to bring their motorbike to the district police headquarters. In remote areas such as Nam Tot and Huoi Moi, completing the vehicle registration procedure was extremely difficult. Now, when the commune police have been decentralized and authorized to register motorbikes, scooters, and electric scooters, people in the area have saved a significant amount of time, effort, and travel costs.

Holding in his hand the newly issued motorbike license plate 37F1 - 245.xx, Mr. Va Y Xanh, residing in Nam Tot village, excitedly said: Before, I had to travel over 30km to the District Police to complete the vehicle registration procedures, sometimes I did not bring the required documents and had to go back... Now, when I go to the Commune Police to complete the procedures, the distance is shortened by half, not to mention all the procedures are guided enthusiastically, thoughtfully and resolved quickly and promptly, it only took me 15 minutes to complete the steps to register the vehicle and get the license plate. This big change not only helps me save time and travel costs but also makes it convenient to complete the vehicle registration procedures.

According to Captain Nguyen Hong Quan, Head of Tri Le Commune Police: From May 21, 2022 to present, Tri Le Commune Police has issued new registrations for 117 vehicles; registered and changed ownership of 8 vehicles; issued and reissued 6 vehicles.

Similarly, in Long Thanh commune, Yen Thanh district, Mr. Le Van Thanh, residing in Ru Dat hamlet, just bought an electric motorbike for his child to go to school and went to the commune police headquarters to register the license plate. Mr. Thanh said: Compared to the distance from his house to the district police station of nearly 7km, now he only needs to go to the commune less than 1km and it only takes more than 10 minutes to complete the procedure, he was able to get the license plate 37MD3-697.xx. Lieutenant Colonel Nguyen Trong Dat, head of Long Thanh Commune Police (Yen Thanh) said: Compared to the first day, the vehicle registration process for people has been carried out smoothly and quickly, especially now that most people know how to submit applications online through the public service portal... Up to now, Long Thanh Commune Police has issued new registrations for 83 vehicles and reissued 3 vehicles.

Continue to deploy in 186 communes

The above conveniences are the result of implementing the major policy of the Ministry of Public Security. Specifically, according to Circular No. 15/2022/TT-BCA dated April 6, 2022 of the Ministry of Public Security stipulating the procedures for performing professional tasks of the People's Public Security force and Circular No. 16/2022/TT-BCA dated April 6, 2022 of the Ministry of Public Security stipulating a number of professional tasks of the Traffic Police force, starting from May 21, 2022, the District-level Police are allowed to register cars and the Commune, Ward and Town Police are allowed to register and issue license plates for motorbikes and scooters (including electric scooters) to individuals and organizations. This authority was previously held by the Provincial and District-level Police.

It can be seen that, in Nghe An province alone, with a large area, there are 21 district-level units, including 1 city, 3 towns and 17 districts with over 400 commune-level administrative units, this is a very favorable condition for people, when they only need to go to the commune police headquarters to carry out motorbike registration procedures.

Accordingly, from May 21, 2022, 122 commune and ward police units have been allowed to register and issue license plates for motorbikes and scooters (including electric motorbikes) to individuals and organizations. From October 1, 2022, the program will continue to be implemented for 186 commune-level police units in 19 districts and towns. These are communes and wards with more than 150 motorbike registrations per year, meeting the requirements according to the review list of the Traffic Police Department - Ministry of Public Security.

To continue to effectively implement the decentralization of motorcycle registration to the commune-level police (phase 2), before October 1, the Director of the Provincial Police Department issued a document directing and urging the police of units and localities to urgently implement a number of contents. Accordingly, the police of districts, cities and towns are required to urgently inspect and review to fully equip and arrange locations, facilities, computer equipment, printers, transmission lines and staff to meet the requirements of vehicle registration for the commune-level police.

The Traffic Police Department coordinates with the Provincial Police Department and the Police of districts, cities and towns to install and deploy vehicle registration software for commune-level police on the network infrastructure of the Ministry of Public Security to ensure implementation by commune-level police; assigns officers to directly inspect and guide localities facing difficulties in the process of implementing vehicle registration decentralization to commune-level police...
