Regarding the draft Resolution on giving opinions on the development investment capital plan from the Central Budget to implement the National Target Program on New Rural Construction for the period 2021-2025 and 2022 in Nghe An province, opinions suggested reviewing compliance with the provisions of the Law on Public Investment, the Law on State Budget and related legal documents.
At the same time, opinions suggest that priority should be given to urgent investment projects, projects that create momentum for local socio-economic development in conjunction with the criteria for new rural construction, improving income and quality of life of people; ensuring public, transparent centralized management, unification of goals, mechanisms, policies, creating initiative for localities to implement the National Target Program on new rural construction.

Discussing the draft Resolution on adjusting the public investment plan for 2022, opinions agreed with the plan to reduce the planned targets of 17 projects with a capital of VND 112,376 billion; to increase the planned targets for 15 projects with a capital of VND 112,376 billion. These are projects with good disbursement rates, with the need and ability to disburse additional targets in 2022.
Regarding the approval of the adjustment of the project investment policy, opinions agreed with the adjustment of investment in the Hoang Mai Town Medical Center Construction Project; the project to renovate and upgrade irrigation works of the Tay Bac Irrigation One Member Co., Ltd. In addition, opinions also said that it is necessary to carefully review the projects, raise the responsibility of the project appraisal agencies, in order to adjust the balance, ensure fairness, as well as to keep the projects close to reality.
At the meeting, the participants highly agreed with the drafts: Resolution on approving the list of works and projects requiring land recovery according to the provisions of Clause 3, Article 62 of the Land Law to be implemented in Nghe An province; Resolution on changing the purpose of using rice-growing land according to the provisions of Clause 1, Article 58 of the Land Law to implement works and investment projects in Nghe An province; Proposal to supplement the plan for investment and development of central budget capital in 2022.
