The National Assembly delegation of Nghe An province collected comments on the Draft Law on Prices (amended)

(Baonghean.vn) - Commenting on the draft law, many opinions said that the draft amendment to the Law on Prices has been gradually completed, however, there are still some areas that need to be reviewed and adjusted so that the Law on Prices can truly come into life, contributing to promoting socio-economic development.

Afternoon of October 10,National Assembly Delegation of Nghe An Provinceorganized a conference to collect comments on the draft Law on Prices (amended). Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province chaired the conference. Attending were deputies of the 15th National Assembly of the Provincial National Assembly Delegation; representatives of provincial departments and branches and experts, law-making collaborators.

Speaking at the conference, comrade Thai Thi An Chung emphasized: Amending the Law on Prices and adding the Draft Law on Prices (amended) to the 2022 Law and Ordinance development program is necessary to perfect the legal system on prices, meeting the requirements of socio-economic development in the new situation; overcoming the shortcomings and limitations after 9 years of implementing the Law, especially the overlap and contradiction between the Law on Prices and specialized laws; limiting dispersion, lack of synchronization and unity in the legal system on prices; meeting the requirements of enhancing international economic integration.

Accordingly,Price Law Project(Amended) has 8 chapters and 72 articles. Compared to the current Law, 3 chapters have been added on state management of prices, price appraisal, and tasks and powers of state agencies; synthesis, analysis, and forecasting of market prices; inspection of compliance with laws on prices and price appraisal to strengthen the legal basis for implementing these tasks in practice.

At the conference, relevant departments and branches highly appreciated the gradual improvement of the Law on Prices, contributing to limiting practical shortcomings. However, there are still some areas that need to be reviewed, supplemented and adjusted so that the Law on Prices can truly come into life, contributing to institutionalizing the Government's policy on price management and operation in the socialist-oriented market economy, becoming an important part of the legal system.

Commenting on the issue of land valuation, comrade Tran Viet Dung - Deputy Director of the Department of Finance said that it is necessary to decentralize and delegate power in land valuation; it is necessary to let the Provincial People's Committee and District People's Committee decide on land prices and it is necessary to establish a land valuation council at the district and provincial levels.

In the health sector, Mr. Tran Minh Tue - Deputy Director of the Department of Health said that the current regulations on prices for medical examination and treatment services still have many shortcomings. Accordingly, the price framework for medical services is different in each place, and for each type of subject. Therefore, it is necessary to set a ceiling price and a unified price.

For goods and services such as medicines, supplies, biological products, chemicals, equipment to serve activities, serve professional work such as medical examination and treatment, inspection, testing as well as goods and services in other fields... it is necessary to implement the principle of price management according to the market under the management of the State.

Concerned about the issue of valuation, Mr. Hoang Minh Quan - a price expert and legal collaborator said that the assignment, decentralization of authority and responsibility for valuation is still unclear, lacking consistency with the functions and tasks of managing the industry and field; The system of valuation methods is still scattered, not clearly defining the application of general valuation methods and specialized valuation methods; Valuation forms need to be improved to meet the arising problems in practice.

On the other hand, in reality, when building specialized laws, there were regulations related to state valuation, leading to duplication, contradiction and overlap.

Concluding the conference, Deputy Head of the Provincial National Assembly Delegation, Thai Thi An Chung, said that the amendment of the Law on Prices is necessary; the delegation will take full advantage of comments on the draft law, collect comments to report to the delegation, and use them as a basis for discussion in groups...; from there, contribute comments to build a review report to submit to the National Assembly and the National Assembly Standing Committee. At the same time, she hopes that the delegates will continue to research and have more comments to complete the Draft Law on Prices (amended).
