The National Assembly Standing Committee gives opinions on salary adjustment plan; personnel work

On October 10, the National Assembly Standing Committee opened its 16th session for 3 days to review 11 contents and give written opinions on 3 other contents.

Guests attending the meeting included Deputy Prime Minister Le Van Thanh; Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front Le Tien Chau; leaders and representatives of agencies of the Supreme People's Procuracy, Ministry of Public Security, Ministry of Justice, Ministry of Finance, Ministry of Industry and Trade, Ministry of Natural Resources and Environment, Ministry of Education and Training, Ministry of Construction, Ministry of Health, Central Internal Affairs Commission, Government Inspectorate, Central Party Office, Government Office.

Speaking at the opening of the meeting, National Assembly Chairman Vuong Dinh Hue stated that this was the final meeting of the National Assembly Standing Committee to prepare for the 4th session of the 15th National Assembly. The National Assembly Chairman said that during the 3 working days, at this meeting, the National Assembly Standing Committee will consider, give opinions and decide on the following important issues:

The Standing Committee of the National Assembly gives opinions on the plan to allocate the central budget and adjust the minimum wage.

The first group of problems,The Standing Committee of the National Assembly considers and gives opinions on the Government's Report and the Verification Report of the Finance and Budget Committee and the Economic Committee of the National Assembly on the implementation of the 2022 socio-economic development plan and budgetary finance; expected goals, targets, tasks and solutions of the 2023 socio-economic development plan; the plan for allocating the central budget for 2023, including the plan to adjust the minimum wage.

At this session, the National Assembly will decide on the 3-year medium-term financial and budget plan for the 2023-2025 period according to the provisions of the State Budget Law.

The National Assembly Chairman requested the National Assembly Standing Committee to thoroughly grasp the spirit and conclusions of the 6th Conference of the 13th Central Executive Committee, and at the same time grasp the reality in localities and the functions and tasks of legislation, supreme supervision, and decision on important national issues in each sector and field to give in-depth comments on this issue.

Second set of problems,The National Assembly Standing Committee will participate in giving opinions on the Report of the Presidium of the Central Committee of the Vietnam Fatherland Front and the People's Petitions Committee on synthesizing opinions and recommendations of voters and people sent to the 4th session of the 15th National Assembly.

This content will be combined with the review and comments on the Report of the People's Petition Committee on the National Assembly's petition work in September.

Removing obstacles for some BOT projects

Third group of problemsare some of the contents proposed by the Government to supplement arising from the regular meeting of the National Assembly Standing Committee from September 2022 to present, including:

Implementation of Resolution No. 30/2021/QH15 on the first session of the 15th National Assembly, results of the implementation of the dual task of both effectively preventing and fighting the epidemic and supporting people and businesses, recovering and developing production and business, and responding to the deadline of this Resolution.

Regarding the Summary Report on the implementation of Resolution 54/2017/QH14 of the 14th National Assembly on piloting special mechanisms and policies for the development of Ho Chi Minh City, the Government proposed to continue extending the validity of Resolution 54 until the end of next year.

On the preliminary report on 3 years of implementing Resolution No. 115/2020/QH14 on special financial and budgetary mechanisms and policies for Hanoi City.

Along with that, the Government proposed to the National Assembly Standing Committee for comments to prepare for submission to the National Assembly for consideration and removal of obstacles for a number of BOT projects.

In this session, the National Assembly Standing Committee will give opinions on personnel work to be submitted to the 4th session and personnel work is under the authority of the National Assembly Standing Committee.

Aboutsome other content, The National Assembly Chairman said that the National Assembly Standing Committee will give opinions on the draft Resolution of the National Assembly on piloting the granting of the right to choose to use car license plates through auction.

In this session, the National Assembly Standing Committee will give opinions on personnel work to be submitted to the 4th session and personnel work is under the authority of the National Assembly Standing Committee.

The National Assembly Chairman added that the National Assembly leaders have directed the Secretary General and the Chief of the National Assembly Office to submit to the National Assembly Standing Committee for comments on the identity of the new National Assembly.

The National Assembly Chairman stated that based on the results of this session, the National Assembly Standing Committee will consider giving final comments on the agenda of the 4th session.

Emphasizing that the working time of this session is only 3 days, the contents are extremely important, there are very important and difficult matters, there are also matters that are unprecedented, such as the handling of BOT, the National Assembly Chairman requested the National Assembly Standing Committee to promote the sense of responsibility and enthusiasm as in the meetings from the beginning of the term until now, continue to study carefully, contribute opinions continuously and enthusiastically; request the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, relevant agencies and organizations to arrange participation according to their authority and assigned responsibilities, to ensure that the meeting completes its content and is successful, and prepares carefully for the 4th session./.
