(Baonghean.vn) - Working with the Supervisory Delegation of the Provincial People's Council, leaders of Que Phong district reflected many shortcomings and difficulties in implementing staff streamlining in the locality.

Implementing the policy of the Central and the province on the organization of the apparatus in state administrative agencies, Que Phong district has issued documents to lead, direct and implement from the district to the grassroots level; building a plan and roadmap for streamlining the payroll.
Accordingly, based on the approved project, up to now, the number of staff of specialized agencies under the District People's Committee has been reduced by 10% according to regulations compared to 2015.

Regarding public service units under the District People's Committee, from 10 units, after the merger, there are now 5 units left.
The district has also merged schools and converted some junior high schools into boarding junior high schools, merging subject groups in schools.

According to the assessment of the People's Committee of Que Phong district, the streamlining of staff according to the plan and roadmap has contributed to streamlining the organizational apparatus, bringing practical efficiency, creating consensus among cadres, party members and people.
The arrangement and reorganization of public service units to organize a more streamlined and reasonable apparatus, reduce the number of cadres, civil servants and public employees, thereby reducing the budget for salary and allowance payments, saving funds; improving the effectiveness and efficiency of operations.

However, the implementation of Resolution 39-NQ/TW dated April 17, 2015 of the Politburo on streamlining local staff faces many difficulties and shortcomings.
According to comrade Nguyen Quoc Lam - Head of the Department of Internal Affairs of Que Phong district, according to regulations, public service units with less than 15 employees must merge. Currently, in Que Phong district, there are 2 public service units, which are the Agricultural Service Center and the Vocational Education and Continuing Education Center. If these two units are merged, it will not be appropriate because these two units do not have the same functions, tasks, powers, and organizational structure.
According to the regulation, reducing the number of employees in educational and training establishments by 10% is very difficult to implement, because the number of employees must follow the school plan. It is recommended that superiors provide specific regulations on streamlining the payroll in the Education and Training sector, contributing to ensuring compliance with the Resolution's policy and ensuring the teacher/class ratio according to regulations.

"The streamlining should not be done mechanically by reducing 5% for civil servants and 10% for public employees, but should be applied flexibly, in accordance with the job position and the reality of each agency and unit," proposed comrade Nguyen Quoc Lam.
Comrade Luu Van Hung - Vice Chairman of the People's Council of Que Phong district expressed: The current difficulty in Que Phong is that the implementation of streamlining cadres and civil servants at the commune level is causing a surplus and shortage of titles. Some communes have surplus cadres and civil servants but do not transfer them to other titles due to the specific nature of their expertise. In addition, the arrangement of the position of Secretary of the Commune Youth Union according to regulations when they are over the age to another title is facing many difficulties.

In addition, Que Phong district reported inadequacies in implementing policies for seconded teachers, transferring job positions of officials and civil servants in departments and offices; allowing recruitment of school health and accounting positions for units lacking these positions; difficulties in arranging staff after merging communes and public service units, etc.
