The 'key' to improving the quality of party members in Que Phong

(Baonghean.vn) - In recent years, Que Phong District Party Committee has focused on leading and directing the implementation of many solutions to care for, train and develop party members, especially in village and hamlet party cells. Thanks to that, the party members in the area have continuously increased in both quantity and quality.

100% of village and hamlet chiefs are party members

As the gateway to Que Phong district, Tien Phong commune has a total natural area of ​​nearly 14,000 hectares with 4 ethnic groups (Thai, Kinh, Kho Mu and Tho), the people's lives still face many difficulties. Therefore, the Party Committee and the government of Tien Phong commune always pay attention to promoting the role of "setting an example for the country to follow" of cadres and party members, first of all the village leaders - the team is considered as "extended arms" of the grassroots government. Therefore, the Party Committee of Tien Phong commune always pays attention to selecting capable and prestigious people to take on this position and training, admitting them into the Party or arranging party members to be village and hamlet chiefs. Currently, 12/12 villages in Tien Phong commune have village chiefs who are party members.

Comrade Vo Khac Toan - Secretary of the Tien Phong Commune Party Committee said: "The village and hamlet chief who is a party member will have the opportunity to directly discuss and build resolutions closer to reality with the Party cell and branch, and when he has a firm grasp of the Party cell's resolutions and the guidelines of the Party committee and higher levels, the implementation will be smoother, avoiding the situation of "drums beating in one direction and trumpets blowing in the other". At the same time, because the village and hamlet chief is a party member and is allowed to participate in the Party committee, he can promote the pioneering and exemplary role of the Party committee members in propagating and mobilizing people to promote economic development, well implement the Party's guidelines and policies, the State's laws and policies; and the conventions and covenants of the block, hamlet and hamlet".

In Dan village - a large area with uneven population distribution and many difficulties in people's lives (there are 90 poor households and 91 near-poor households), Party Cell Secretary Luong Thi Nga shared: "Without the help of party members in the cell, especially the role of village chief Bui Van Khue, it would be difficult for me to complete my tasks well."

According to Ms. Nga, the village chief directly implements and realizes the Party's policies and resolutions and the State's laws and policies in the residential area, so he/she grasps many specific issues and contributes opinions that are close to the people's aspirations. When the village chief is a Party member, not only does it create a high consensus from policies to practice, but it also reduces the need to notify and convey the spirit of the resolution to the village management board.

Thanks to the solidarity, unity, and close coordination between the Party cell and the village management board, Dan village has so far successfully built a cultural village, completing 10 new rural criteria. People agreed to clear the traffic corridor on both sides, about 5m wide, to expand and concretize the rural roads within the village, and at the same time contribute with the village to build a cool cultural house, kindergarten, preserve and promote the brocade weaving craft...

Comrade Truong Thi Tuyet Mai - Head of the Organizing Committee of Que Phong District Party Committee said: Before the Provincial Party Committee issued Project 01/DA-TU on "Building Party cells and developing Party members in blocks, hamlets, and villages without Party cells or Party members and blocks, hamlets, and villages at risk of no longer having Party cells in the period of 2016 - 2020", in the district, there were 32/194 block, hamlet, and village leaders who were not Party members. Faced with that reality, the Standing Committee of the District Party Committee requested communes and towns to review the team of block, hamlet, and village leaders in the area, from which they screened those who were qualified to be trained and admitted to the Party.

For localities with a high proportion of block, hamlet, and village heads who are not Party members, Party committees assigned with responsibilities must pay attention, give strong direction, and strive to "cover" Party members who are block, hamlet, and village heads. In addition, priority should be given to introducing Party members who meet the standards, qualities, capacity, and prestige to run for election as block, hamlet, and village heads; in cases where Party members cannot be introduced to run, outstanding masses who meet the standards and conditions should be introduced to be admitted to the Party, and at the same time be responsible for training and admission to the Party after being elected. The district also implements the policy of unifying the position of Party cell secretary and block, hamlet, and village head to contribute to increasing the proportion of block, hamlet, and village heads who are Party members.

After 5 years of implementation, along with the policy of merging hamlets and villages, the Que Phong District Party Committee has had 107/107 block, hamlet and village leaders being party members, reaching a rate of 100%.

Quality first

Along with the "coverage" of village and hamlet chiefs who are party members, Que Phong District Party Committee has resolutely directed the implementation of solutions to train and develop party members, focusing on both the quantity and quality of new party members to consolidate and improve the capacity and fighting strength of grassroots party organizations, especially in village and hamlet party cells. Every year, the Standing Committee of the District Party Committee evaluates and assigns specific plans on party member development to each grassroots party organization; periodically reviews and grasps the situation to promptly direct party committees at all levels on the training roadmap and create sources for recruiting party members in the locality.

In addition, the Standing Committee of the District Party Committee also pays attention to directing the innovation and improvement of the quality of Party cell activities according to Instruction No. 12 and Regulation No. 08 of the Standing Committee of the Provincial Party Committee on assessing the quality of Party cell activities.

At the same time, the Standing Committee and the District Party Executive Committee were assigned to work at the Party cells in the villages and hamlets under their management, contributing to creating a clear change in Party cell activities and in the work of developing new Party members. Many remote, isolated and border areas have overcome difficulties, done well in training and creating sources for Party development.

A typical example is the border commune of Nam Giai, thanks to being close to the grassroots, linking the role and responsibility of the cadres and party members to the Party development work, in which special attention is paid to the work of training and creating sources from the elite masses with economic models, the masses who have started their own businesses or settled in the locality and young party members who are students and recent graduates, so the Party development work is stable every year (ensuring the target of recruiting 5-6 party members), including elite university graduates who are delegates of the People's Council of the commune; the masses who are from other localities who come to marry and live stably in the area. A number of grassroots party organizations have implemented many economic development models, promoting the potential strengths of the locality to "retain" young workers, directing unions to promote local movement activities, thereby discovering positive factors to train and recruit into the Party.

Thanks to practical solutions, the Party members in Que Phong district have continuously increased in both quantity and quality. From 2020 to September 2022, 286 new Party members were admitted, bringing the total number of Party members from 5,251 to 5,417 comrades. Que Phong district has also strengthened the review, screening, and removal of unqualified Party members from the Party. From 2020 to now, the District Party Committee has removed 20 cases from the Party and disciplined 51 cases.

To improve the leadership capacity, fighting strength of the Party organization and the quality of Party members at all levels, Que Phong District Party Committee determined to continue to innovate and improve the quality of studying political theory and Party Resolutions for cadres and Party members; Strengthen inspection and supervision of the implementation of the Central Resolution 4, terms XI, XII, XIII on Party building and rectification associated with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

Along with that, the District Party Committee assigned Party Committee members to take charge and regularly work with Party cell committees to guide and direct the removal of difficulties for the grassroots and regularly contact Party members to grasp and promptly resolve legitimate recommendations and aspirations; At the same time, strengthen training and fostering of leadership, management and professional skills for Party Committee members and Party Committee secretaries.
