In recent years, with the attention and support of all levels, sectors, investment attraction policies… have created the driving force for Do Luong to make a strong breakthrough; “drawing” the appearance of a prosperous urban area in the not too distant future.

This is the result of promoting the potential and advantages of the district located in a strategic position on the map of Nghe An. As the center of traffic connection, Do Luong possesses the advantage of trading between the mountainous districts of Tay Nghe with Vinh city, Cua Lo town, with localities in and outside the province and with Laos. The land of "Luong land" is also famous for its rich tradition of trading and business, rich potential for economic development, with diverse industries...

With the attention of all levels, in recent years, Do Luong has focused on implementing economic restructuring towards industrialization and modernization of rural agriculture; identifying the development of industry, professions and rural services as a key task in socio-economic development.

One of the milestones that made a turning point in Do Luong’s economic development is the achievement in the field of investment attraction; with the presence of many “big guys”, investing in key projects in the fields of cement production, construction materials, garment, real estate…

Although in recent years, Do Luong district has experienced common difficulties due to the Covid-19 pandemic, it has still strived to promote internal resources, attract external resources; and reaped important achievements in socio-economic development.

Over the past 5 years, the average annual economic growth rate of the district has reached over 11% (in 2020, due to the impact of the Covid-19 epidemic, the district reached 8.4%), the economic structure has shifted in a positive direction. Impressive figures in the first 9 months of 2022, the total production value (at 2010 comparable prices) is estimated at over 14 trillion VND, an increase of over 11% over the same period. Of which, the value of agricultural - forestry - fishery production reached 1,674 billion VND; Industry - construction reached over 7,835 billion VND; Services reached over 4,548 billion VND; demonstrating the strong breakthrough efforts of the future Do Luong town.

Achieved 54/59 criteria for type IV urban area

Considered a "bright spot" of the Southwest region of Nghe An, with rapid and even economic development and social progress, along with the attention and support of all levels and sectors, Do Luong has been focusing all its efforts on achieving the goal of becoming a town before 2030.

To create momentum for Do Luong to make a strong breakthrough, recently, the 5th session of the 18th Provincial People's Council passed and issued Resolution No. 02/2022/NQ-HDND stipulating specific mechanisms and policies to support the implementation of the Project "Building the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030".

Closely following the goals, tasks and roadmap identified in the project, the district has synchronously deployed solutions from widely disseminating to cadres, party members and people about the meaning and importance of the policy of building Do Luong district into a town, creating consensus and supporting the Party Committee and government in site clearance, promoting socialization, mobilizing resources to implement the project's goals, promoting the will of self-reliance and self-reliance... to focusing on overall and detailed planning of regions, sectors and fields as the basis for attracting and allocating resources, aiming to accelerate the pace of urbanization.

Up to now, the district has focused on directing the completion of land use planning for the period 2021 - 2030 (the first year of the period); is focusing on building and completing the general urban planning of Do Luong, the planning of Do Luong region, and the planning of new rural areas.

According to the Master Plan for urban construction of Do Luong, Do Luong district; the planning for construction of Do Luong district in the period of 2021-2030, with a vision to 2050, it is determined that: Do Luong will be built as a town - a new cultural and economic center of Nghe An province; a traffic hub, a center with a driving role in the Western region; with the functions of Urban - Trade - Service - Industry and High-tech Agriculture.

The spatial model of Do Luong district is developed with the structure of 1 center (Do Luong town), 3 development zones (Do Luong urban area, Giang Son urban area and Thuong Son urban area) and 4 dynamic axes (QL15, QL7C, QL7 and QL48E).

Along with that, continue to complete the detailed construction planning at a scale of 1/500 for the new urban center of Do Luong, Do Luong district with a planning area of ​​270 hectares.

Based on specific plans, the district is focusing on attracting investment in building socio-economic infrastructure, ensuring planning and roadmap, including reserving large land funds and arranging suitable spaces to attract investment in building new urban areas; to ensure the quality of life for town residents.

Up to now, the central urban area of ​​Do Luong district has basically achieved 54/59 criteria for a type IV urban area as prescribed in Resolution No. 1210/1211 of the National Assembly Standing Committee and is striving to be recognized as meeting the standards of a type IV urban area in 2023; becoming a town in 2025.

Do Luong is focusing on directing the completion of unmet criteria, trying to exceed the plan set at the beginning of the term. The district will continue to create all conditions: site clearance, completing legal procedures to help attract investors. The district is focusing on completing the urban area project in the South of Do Luong town and continuing to attract investment in some areas within the planned area for urban areas and continuing to promote the speed of urbanization.
