Former Director of Dong Nai Department of Planning and Investment arrested

Ms. Bo Ngoc Thu, former Director of the Department of Planning and Investment of Dong Nai province, was arrested on charges of wrongdoing in a bidding case involving AIC Company.

On October 20, Ms. Thu was prosecuted and temporarily detained by the Ministry of Public Security's Investigation Police Agency (C03) to investigate the crime.Abuse of position and power while performing official duties.

After many years as Director of the Department of Planning and Investment, in December 2015, Ms. Thu retired according to the regime.

This is a new development when C03 expanded the investigation into the bidding violation case that occurred at Dong Nai General Hospital and International Progress Joint Stock Company (AIC).

Most recently, on October 17, the police prosecuted and temporarily detained Mr. Tran Dinh Thanh, former Secretary of Dong Nai Provincial Party Committee, and Mr. Dinh Quoc Thai, former Chairman of Dong Nai Provincial People's Committee, to investigate the crime.Take bribesaccording to clause 4, article 354, Penal Code.

The case was initiated on April 29 when AIC Chairwoman Nguyen Thi Thanh Nhan and Mr. Phan Huy Anh Vu, Director of Dong Nai Department of Health, were prosecuted for the crime.Violation of bidding regulations causes serious consequences.Seven other people, employees of AIC and related companies, were also prosecuted for the same crime.

In early May, the investigation agency issued a wanted warrant for Ms. Nhan, due to her being on the run since June 19, 2021.

Authorities accused that there were violations in the process of preparing project adjustment documents and bidding documents for 12 medical equipment procurement packages in the 2013-2015 period at Dong Nai General Hospital. Officials from the investor, AIC and other units "colluded and inflated prices" so that AIC won 12 packages with a total value of 476 billion VND. This action caused the state to lose 152 billion VND.
