That is the proposal of many National Assembly deputies on implementing the salary reform roadmap. The deputies said that the basic salary should be increased as soon as possible, possibly from January 1, 2023, to promptly support and reduce difficulties for officials, civil servants, public employees, and workers in the context of rising prices of goods.

Delegate Tran Quoc Tuan stated 3 reasons why it is necessary to increase the basic salary from the beginning of 2023.

3 reasons to increase basic salary from the beginning of 2023

Discussing at Group 6, delegate Tran Quoc Tuan, National Assembly Delegation of Tra Vinh province, expressed the view that increasing the basic salary should be implemented right from the beginning of 2023, for the following reasons:

Firstly, after the Party and State have paid much attention and supported people and businesses to overcome difficulties caused by the Covid-19 pandemic, it is now time for those receiving salaries, allowances and subsidies from the State budget to be considered for salary and allowance increases to reduce difficulties in life.

Second, currently, civil servants and public employees are facing work pressure, especially civil servants and public employees in the health sector. Therefore, timely salary increases will help offset the current pressure.

Third, the most recent adjustment to the basic salary increase was on July 1, 2019, so if the basic salary increase is applied on July 1, 2023 as proposed by the Government, it will take 4 years for the salary of civil servants and public employees to increase by 20.8%. Meanwhile, the average increase in consumer prices over the years is 11.8%;…

The delegate from Tra Vinh province emphasized that according to statistics, nearly 40,000 officials, civil servants, and public employees have quit their jobs or transferred from the public sector to the private sector. The main reason is that the salary is not enough to live on.

Therefore, delegates believe that in order to widen the salary gap between the public and private sectors and contribute to preventing this shift, it is necessary to pay timely attention to remuneration regimes, including adjusting the basic salary.

Sharing this view, delegates from Group 10 (including National Assembly delegates from the National Assembly delegations of Hau Giang, Vinh Phuc, Dak Lak, and Lao Cai provinces) also suggested that the Government should propose to soon implement a roadmap for salary reform and increase the basic salary as soon as possible, which can be applied from January 1, 2023, in order to promptly support and reduce difficulties for cadres, civil servants, public employees, and workers in the context of rising prices of goods.

Delegate Pham Thi Thanh Tra: Wage policy is a special policy in economic and social development policy, a resource and driving force to promote rapid and sustainable development.

Increasing the basic salary at this time is very reasonable.

Speaking at the discussion at Group 7, delegate Pham Thi Thanh Tra, National Assembly Delegation of Yen Bai province, said that salary policy is a special policy in the economic and social development policy, a resource and driving force to promote rapid and sustainable development.

Salary policy is also a policy to ensure that employees in general, and civil servants and public employees in particular, can perform their tasks well.

According to delegate Pham Thi Thanh Tra, including the content of adjusting the basic salary at this time is very reasonable; it creates new motivation for cadres, civil servants and public employees and also reduces the current situation of cadres, civil servants and public employees quitting their jobs.

In addition, delegates also expressed concerns about the situation of cadres, civil servants and public employees resigning or taking leave recently, mainly concentrated in the fields of health and education.

Of which, the number of civil servants and public employees quitting their jobs mainly falls in the last 6 months of 2021 and especially the first 6 months of 2022.

According to the delegate, the number of officials, civil servants and public employees who quit their jobs is concentrated in areas with developed socio-economic conditions and especially in places with a large number of enterprises, industrial parks and export processing zones of localities...

Regarding the cause, delegate Pham Thi Thanh Tra stated that due to objective factors, the impact of the Covid-19 pandemic has affected all aspects of economic and social life. From there, it has affected and influenced the entire staff, especially civil servants and public employees, especially those who have to endure great pressure at work. This pressure is very heavy, especially for medical and educational staff.

It is necessary to review comprehensively and holistically the work of cadres.

According to the delegate, the proposed solution is to focus on improving the lives of cadres, civil servants and public employees, in which adjusting the basic salary is also one of the solutions to reduce difficulties for cadres, civil servants and public employees.

In addition, it is necessary to review recruitment, employment and management in a comprehensive and holistic manner.

We must look at this issue objectively and impartially to make comprehensive changes, especially the recruitment issue for civil servants, especially for the system of civil servants performing public duties and services in the context of the market mechanism.

At the same time, build a cultural working environment, build a friendly environment so that cadres, civil servants and public employees can work with peace of mind.

Delegate Pham Thi Thanh Tra also shared that in the world, the situation of officials, civil servants and public employees quitting their jobs is also very common. For example, France or Singapore,… although they are countries with very good civil service systems, the rate of officials and public employees quitting their jobs is still high.

Therefore, delegate Pham Thi Thanh Tra said: It is necessary to create healthy competition between the public sector and the private sector; build and perfect institutions related to cadres, civil servants and public employees; ensure clear and fair competition between the public sector and the private sector, to retain cadres, civil servants and public employees, especially high-quality cadres and public employees;...
